With the development of China's economy and the expansion of the city's scale,people's demands for quality of life are higher.Faced with such a huge demand for infrastructure investment and a vast development market,the government's financial pressure is increasing,relying solely on state investment.As the main body has been unable to meet these needs.Therefore,the appearance of the PPP model has guided the important direction of China's infrastructure construction reform.The PPP model has developed in Europe and the United States and other countries with a mature project investment model for a long time,while China is still in its infancy.Although the domestic development time is not long,the development rate is very fast.The PPP Center of the Ministry of Finance is even more It is clearly stated that PPP will become the mainstream international cooperation supply method for public products and public services including infrastructure in countries along the "Belt and Road" route.Although the PPP model allows social capital and government departments to participate in infrastructure construction,cooperation and win-win,interest adjustment,risk sharing;However,not all projects have achieved success due to huge investment,long contract period and incomplete Caused by the characteristics of the contract,etc.,caused by prior invisibility and decision errors in the event,PPP projects also have extremely high risks in China.From the perspective of private companies,this paper conducts risk management research on the entire process of infrastructure PPP projects.Firstly,using the methods of literature research at home and abroad,comparative study,and expert scoring,and starting with the concept,characteristics and risk management theory of PPP model.combined with the current situation in China,we identified the risks of China's infrastructure PPP project.The factors and the causes of the factors were summed up,and a risk indicator system including 9 first-level indicators and 40 second-level indicators was constructed.Secondly,the importance of project risks was evaluated by constructing the MEE-PCA algorithm.Combining with the scores of indicators given by experts,put forward corresponding risk sharing and provide corresponding risk response strategies,combined with China's current situation,propose countermeasures for risk prevention,and then pass a case study of a city's sports center PPP project.The validity of the matter-element extension model was verified,and related project risk prevention suggestions were proposed for the project.Timely prevention and avoidance of project risks and reasonable risk allocation provide practical guidance for the public and private enterprises,and truly achieve "win-win" cooperation between the public and private enterprises.
