The Role Distribution Research Of The Large Construction Companies While Investing In The Infrastructure PPP Projects As A Main Investor

At present, the governments always choose PPP model to supply infrastructureprojects, and this begins to form a certain trend, for the reasons of those: this model canplay the enterprise’s activity and creativity; and improve the facility and efficiency ofinfrastructure construction and management; for government, investment ininfrastructure funds is limited, so they need to introduce private capital and reduce theirown risks; the development and pushing to the national economy, financial capitalmarket and legal system can be arrived from this mode. And for the constructioncompanies, From the view of such three points: the change of infrastructure contractaward model; the analysis from the development process and trends of national largeconstruction companies; and the capability to contract construction PPP project, thisconclusion can be drew: the matter that construction companies, as investors, reallyparticipate in PPP infrastructure projects is very necessary and exactly likely. Those twopoints gave birth to the basic conception of this research.Firstly, based on the current situation, the paper analyzed the background andsignificance of this study; and, from the current reference in theoretical circles, summedup the studies of investment and financing, the risk research for the PPP projects, aswell as some theoretical study in the aspects of business management and competitivestrength about large-scale construction enterprises. Then, it drew out the foundation ofthis study, basic research thought and methods, and the logical framework of studycontents. Those became one of the theoretical basic of this study. Secondly, the paperpresented the development course and trends of international large constructioncompanies, and at the present stage of economy environment and the constructionindustry, the trends for participation in infrastructure PPP projects; added the analysis ofdevelopment status, the characteristics and development direction of Chineseconstruction enterprises. Then, the research proposed the necessity and possibility forChinese construction enterprises, as a main investor, to participate in infrastructure PPPprojects. This is another item of theoretical basic for this study, and which is moreimportant.In the part of the problem to be proposed, the study has analyzed various typesof PPP project cases which construction companies participated in, in which theexperiences and lessons also gave us some tips. Combined with PPP projects’ own characteristics: chronicity, the wide range involved, high-risk, the grate quantity ofparticipants, etc., as well as various characteristics of the participants in differentindustry, other issues that may arise can be got. These two issues are grouped togetherto give statements. For the analysis of issues and problem-solving, firstly, this studytoke time as the mainline, analyzed the role that the construction companies should take,in the stage of prophase, constructing and operation in the project process. the selectionof partner, the set-up of project company, the control of completion risk, and overallcontrol in operation stage are discussed importantly herein. And then, the constructioncompany how to make Project Company to be a good deal with the Government isstudied. Wherein, the government policymaking, law and specification, and the crucialclause in concession contract are analyzed focally. Regarding those two areas, thispaper analyzed those all from the perspective of the construction company. And thispart is the core of this study.The innovation of this paper is the topic selection and measures. This studychose the area which other studies seldom paid attention in concession project financing,which is hot in current research. And then, it innovatively chose the constructioncompany as the main body to study, instead of the government or the project companywhich other scholars are accustomed to. Secondly, the research selected one angleherein-the role distribution. This is the innovation of topic selection. The second is thesolutions. Among this study, theoretical research and case study are impressed both, topropose problems that the construction companies faced in the process of participation.In addition, the solutions are analyzed from the perspective of two unusualbreakthrough points: the role should be hold in the various project stages for theconstruction companies; and how to deal with the relationship between government andthe project company. Just from the two points of participation above, the research iscarried out.
