With the rapid development of economy in China, many enterprises are facing increasingly furious market competition. Strategic performance management is being the watershed of a good enterprise and a mediocre enterprise. Performance management has become an important management content of most enterprises Effective performance management enables enterprises to develop healthily in staff training, customers stabilizing, processes streamlining and enterprise development. Furthermore, it promotes the optimization of enterprise management processes and business process, promotes rapid growth of employees and ensures corporate strategic objectives. Therefore, we must explore the performance management which adapt to our enterprise to promote win-win for companies and employees.This paper proposed a point of view that the performance management should be people-oriented. The core is the combination of the performance management and human management. If one creates unique corporate culture, establishes a scientific system, realizes the people management, proceeds continuous communication and effective incentives and carries out the people-oriented performance management, the business and individuals can both grow and progress. This view and the main work is as followsFirst, this paper introduces the case study of performance management and human management at home and abroad , who described the content of human management and performance management, and proposed the point of people-oriented performance managementSecond, the paper illustrates the meaning of people-oriented performance management, management processes and methods.Third, the paper analyzes the main problems of China’s enterprises and hot strip mill of TISCO on performance management, and introduces the development of hot strip mill of TISCO. discusses the performance management problem for it facing.Fourth, the paper designs the appropriate model of people-oriented performance management for the hot strip mill of TISCO. It puts forward that people-oriented performance management should be based on corporate culture. Its protection is scientific management system. Its basic methods is excitation and communication with people-oriented performance management. Its advance should follow the PDCA Cycle Management. The paper puts forward the specific practices of performance management, and provides an example for similar enterprises to establish the model of people-oriented performance management.Home and abroad through performance management and human management of dynamic analysis, we can see, people-oriented performance management research in China is still in its infancy, performance management and people will combine the management of our practice remains to be explored in greater depth and summary.
