In general, Development of grassland animal husbandry can be seen thetransformation process from extensive to intensive in decades. In the transformation,pasture was assigned to each household and livestock breeds were improved,herdsmen settled down and carried out drylot feedind. They obtain productiveresources and provide animal products to the market. Intensification is generallyconsidered to be an advanced mode of production, but that view may be in doubtbased on case study of an village in Hexigten Banner, Chifeng City, Inner Mongolia.By investigating, we found that the intensive production has not brought the expectedbenefits. The transformation from extensive animal husbandry to intensive productionnot just brought changes in the methods of production, but also be along with changesof resource using and social organization. The problem contains Fragmentation ofpasture, shrinking of available grazing grassland, reducing mobility, social conflictand increasing of external dependence. The intensive methods such as clarification ofproperty rights, improved livestock breeds and captive raising need more forage. Inthis case herdsmen have to go out to buy huge amounts of forage. They pay a lot ofmoney for buying forage, but high investment has not obtains high return. Manyherders fall into poverty these years. Due to the characteristics of the livestockindustry itself, huge spending reduces the flexibility of responding to market risk.Clarity of property rights has brought out community conflict and the collapse ofco-operation. Pastoralists have facing increasing market risk. This article will pointout that in the arid and semi-arid steppe region, intensive raising is difficult to copewith changing climate; Family intensive production reduce the advantages oftraditional animal husbandry, and the relationship of grass-animal-human has lostbalance. One of the important causes of the difficulties is that intensive form ofproduction was introduced by external rather than internal force.
