Macro-control of real estate refers to the government’s management activities aboutGuidence, supervision, regulation, control to the real estate by using economic,law andadministrative means, to promote balance and overall optimization of the structure ofsupply and demand of the real estate market, to achieve real estateindustry and thenational economy develop harmorily. Real estate is an important thrust of the nationaleconomic growth, and it is also closely related to people’s livelihood issues. The one hand,the real estate involved in all aspects of the national economy, itself as well as upstreamand downstream industries is not only constitute an important part of the GDP, but alsoprovide the community with a large number of employment opportunities; the other hand,the real estate industry involved in the complex chain of interest, all stakeholders directlyor indirectly boost housing prices, resulting in the current real estate prices has been asignificant departure from the basic values, not only the formation of the real estate bubble,but also brought about a series of people’s livelihood problem. Authough the currentmacro-control of real estate seems to play an active role, but the price is not a substantivedecline, and it still remains a challenge for ordinary people. Therefore, more and morepeople called on the government to take more effective macro-control policies to restrainthe excessive prices. Xinjiang,an underdeveloped economy areas with a multi-ethnic,whose per capita income is far below the national average, also has not been spared thecrazy rise in house prices. Xinjiang people’s livelihood in the face of high prices, isbecoming more and more serious, which affects social harmony stability in someway. Therefore actively guide and effective regulation of real estate in Xinjiang,undoubtedly has a special significance for the maintenance of the sustained and healthy ofXinjiang’s economy, for maintaining social stability and the promotion of building amoderately prosperous society. All the efforts made in this article is to explore new waysof macro control of real estate of Xinjiang from the legislative aspects, in order to promotethe price returns to a rational level.Besides the guide implication, the main structure of this paper is as follows: First,combing the macro-control theoretical and practical basis and legitimacy of the sort;Second, it analyzes the real estate market situation in Xinjiang, the good factors of the realestate macro control and its challenges. Finally,it trys to establish and improve macroeconomic control and regulation system and legal accountability mechanisms, andimprove the real estate finance, taxation, land regulation laws and regulations to makerecommendations to improve the effectiveness of the real estate macroeconomicregulation and control in Xinjiang, so that the level of house prices make a simultaneousdevelopment with the economy development of Xinjiang, and lay a solid foundation topromote Xinjiang’s full range of leaps and bounds.
