The import volume of crude oil has maintained sustainable growth since Chinabecome net importer in1996. In2011, the net import volume of crude oil is251milliontons and the degree of external dependence is over50%. The enormous increases of netimport volume and rising degree of external dependence have become great threats toChina’s oil safety. The ability to find crude oil resource which could fulfill the needs ofChina and how to realize a safe and convenient transportation should arouse greatattention.This paper aims to do research on China’s transport capacity of import crude oil, athorough understanding of China’s transport capacity and its existing problem isnecessary to the analysis of China’s energy security pattern, and it is helpful to theprediction of possible changes in transport system which will eventually improve theplanning efficiency of transport capacity and the security guarantee of crude oil.Based on both international and domestic oil market and transporting condition,this paper analyzed world oil trading pattern and transportation mode, did research onimport sources、transportation line、distribution of transportation capacity of our country,and found out existing problems. With the prediction of oil gap and the growth oftransportation capacity, this paper estimated that whether the national transportationcapacity could bearing sufficient volume of import oil and suggestions of importresources Diversification、 transport mode Hierarchy and national oil tankermaximization were given.
