Subprime mortgage crisis began on Wall Street and swept through the world in2008. China’s response to this crisis showed that as a big country China’s economy had great potential. The United States both wanted to benefit from China and not pleased to see China’s development and prosperity.So this paper is based on the fact that as for the subtle Sino‐US relations, economic and trade relations had been important as a stable weight, but the White House, Capitol Hill, interest groups had different position on this issue, their view, opinion and demand greatly affect the direction of U.S. government towards China’s economic policy. Thirty years’ development course indicated that the United States was in an offensive, while China was basically in a defensive.This paper is divided into five chapters: the first chapter summarizes the general situation of Sino‐US economic and trade relations, to explain the development of Sino‐US trade and economic state from the point of economic globalization, Sino‐US relations and foreign direct investment view. The chart more clearly grasps the trend and changes of Sino‐US economic and trade.The second chapter discusses the Sino‐US economic and trade relations from the White House perspective.The President basically takes the overall situation into account, considering the issue forward‐looking and rational. But the executive branches under the leadership of the White House only proceed from interests of the sector which influenced by the interest groups, this results in bilateral trade issues. The chapter lists specific cases to show how various departments fight for the economic interests and national security interests.The third chapter mainly discusses the Congress. After the Cold War, the Capitol Hill involvs in US Policy toward China more and more, this chapter selects congressmen’ role orientation,raising capital for election campaign and party politics within the Congress to analyze how they affected congressmen’ position toward China’s economic policy.The forth chapter discusses how American interest groups influenced policies to China. Interest groups classify into economic class, labor class, ideology class and political conservatives. Interest groups use the PAC to lobby Congress and the White House, in order to achieve their purpose, the phenomenon of revolving door laid the foundation of lobbying successfully. The case of China PNTR bill shows how they lobby Congress and the White House.The last chapter concludes the whole passage, trying to find some law between the White House, Congress, interest groups and the Sino‐US economic and trade relations, looking forward to the future how the three important factors affected Sino‐US relations, trying to draw conclusions that how to promote Sino‐US economic and trade relations forward well, that a stable and healthy Sino‐US economic and trade relationship both serves the fundamental interest of the two countries and represents the common aspiration of both peoples.
