With China’s BT construction project increasingly grow in quantity, using thisform of construction projects in the community to play a more and more important rolein the BT construction, the smooth implementation of the project has great economicand social significance. Compared with the traditional process of project, BTconstruction projects have different risk, make BT construction project in theimplementation process of the risk assessment called project participants to the coreissues of concern. Therefore, the BT construction project risk assessment, assessment,has important theoretical and practical significance of the BT constructionproject risk assessment, prevention, and the BT construction project risk management.Based on the analysis of the domestic and foreign research present situation in thefoundation, elaborated the BT construction project features, BT construction projectrisk identification process and method, and from the BT construction project owner ’spoint of view, a detailed analysis of the BT construction projects may be the presenceof various risk factors, level division, scientific classification, and according to theproject risk evaluation index system the establishment principle, apply administrativelevels to analysis a method to construct BT construction project risk evaluation indexsystem. Because the BTproject risk factors of uncertainty and lack of information, in based on the grey systemtheory, combined with the analytic hierarchy process and fuzzy comprehensiveevaluation to establish a BT project risk fuzzy comprehensive evaluation model. Themodel makes full use of the analytic hierarchy process, grey whitening weight functionand the fuzzy comprehensive evaluation on BT project risk evaluation, according to theproject comprehensive evaluation combined with the actual BT construction projectrisk level of the risk to be reconsidered.
