Evaluation Of Social Security Level

Social Security and people’s survival and development is closely related to theoperation and development in today’s society a "safety net" and "stability"．As theeconomy continued to deepen reform and opening-up policies, China’s economy at allunprecedented pace，and public access to the comprehensive development，basicallyestablished a socialist market economic order，applicable to the social security system．Level of social security is a very important part of social security system. But, thereare few paper do empirical research about this. in this paper. Firstly, we use Factoranalysis model to do research about how to evaluate level of social security. Then, we useMartin Ravallions’ method to decide lowest life guarantee. From macro view, we usemathematical model to analyze how central fiscal funds allocate between provinces. Frommicro view, we grant lowest life guarantee to needy people according to the familyincome and expenditure per capita.This paper based on30provinces and cities nationwide social security level by anempirical analysis, and regional differences are explored; Finally according to the analysisresults for different regions of China, design the corresponding social securitydevelopment strategy: type one and type two of regions the trend of population aging andsocial security for migrant workers is a obvious problem, should increase the overall leveland expand the coverage, preferential establishment of enterprise annuity system; typethree of areas including the western and central provinces, the main problem is the scantyof personal accounts, therefore should correctly handle the personal account related issues;type four of areas including less developed provinces, low level of economicdevelopment, therefore, should establish the rural old-age security system, increase thegovernment’s financial responsibility. The urban minimum living security system shoulduse scientific and feasible method to carry out the classification of Lowest life guarantee.Last but not least, Government should put forward by establishing standard of the socialsecurity system of transfer payments to contractible area difference strategy.
