During our state economic system switching and social structure reforming of "Structurization" in advancement, many historic affairs left behind and under the new situation appear now creating the social unstable factors, which are still not to be obtained promptly. The effective correction and the elimination, the entire society still present many not equally dealt "social facts. " One aspect is under the carry-over, creating non equal constitutive factor to exist as before and work of policy flaw and the lateral economic ties limit most have the representation. The other, which appears newly creating the unstable constitutive factor to urgently await to be solved, mainly manifests in the social security systems in particular countryside social security systems flaw.This article uses the research techniques which include the qualitative investigation and the quantitative investigation unify as well. The qualitative investigation mainly manifests the literature analysis, which has widely referred the countryside lowest social security system, while the quantitative investigation mainly manifests the random sampling investigation and the statistical analysis. This article consists of four parts.The first chapter is on the history of underdeveloped areas of rural social relief system for the practice. It mainly has two parts: rural social relief system for the practice of the basic content and the defect of its practice.The second chapter is on the need of establishment of its basic livelihood guarantee system. Its goals are: to maintain social stability there, to improve the efficiency of agricultural production, to promote social development in rural areas, to control population growth in underdeveloped regions to improve the quality of the population, to advance the process of urbanization, to co-ordinate the coordinated development of urban and rural areas, and to deal with the challenges of the aging of the population, to further expand domestic demand as well.Chapter III is on its basic objectives. It mainly includes three parts: the basic objectives of social assistance, the basic objective of less developed areas and the main gap of the basic livelihood of the rural areas at this stage.Chapter IV is on the performance assessment. It mainly includes four parts: its main contents, its principles of design, its evaluation index system, its system method for performance evaluation.
