This paper takes Chongqing as an example to study the influence of the evolutionof industrial structure on atmospheric environment. Due to Chongqing as the oldindustrial city, air pollution comes mainly from industrial pollution, so the industrialstructure is the main research object of analysis. According to the structure effect, scaleeffect and technique effect, this paper establishes22industrial industries related paneldata model of Chongqing from1999to2010to analyze influence of various sectors onindustrial sulfur dioxide, industrial smoke and dust emissions, which is on the basis ofthe evaluation and analysis of the industrial structure and atmospheric pollution incurrent situation through literature survey, model construction, mathematical analysisand other methods. Taking the "Twelfth Five Plan" as the goal, this paper analyzes thecoordinated development condition of industrial growth and atmospheric environmentbased on the distance coordination degree model and the information entropy relatedconcepts. The study provides certain basis and useful ideas and methods oncoordination development of Chongqing industry and atmospheric environment,realization the industrialization process of the social economy and sustainabledevelopment of the environment. The main conclusions and results are as following:The emissions of Chongqing industrial sulfur dioxide have stronger scale effect.With the increase of capital, expansion of enterprise scale, the per capita emissionsreduced gradually. Technical effect is more notable than the government policy effect.Due to the use of variety of desulfurization equipment after2004, sulfur dioxideemissions don’t increase continuously with increase of the industry proportion. It shouldreinforce the technical reformation and environmental regulation on non-metal mineralproducts, chemical raw material and chemical products manufacturing, ferrous metalsmelting and rolling processing industry and electric power, gas&water production andsupply industry.Smoke and dust emissions are in the declining trend from1999. They have notablegovernment policy effect and don’t have the scale effect. Treatment costs of smoke anddust is less than sulfur dioxide, the same to the emissions. So the technical improvementand policy restriction on emissions reduction are very effective. In addition,non-metallic mineral products industry is the key management industry. Chongqing industrial growth and atmospheric environment coordination degree arefrom serious and maladjusted state to barely state, mainly due to the implement ofadjustment of industrial structure and environment protection policies. But the presentsituation is not optimistic. It is in the halfway to achieve the target value of the "TwelfthFive Plan". So three measures should be taken to explore the economic andenvironmental coordinated development mechanism and strive in2015to reach thegood coordination development, which are structural adjustment and transformation ofeconomic development mode, strict environmental management, green investment andinnovation of science and technology.
