Research On The Industrial Structure Adjustment Of Shijiazhuang City Under The Constraints Of The Atmospheric Environment

Industry is the foundation of a national economy, economic growth is driven by industry growth and inter-industry cycle, therefore, to establish the reasonable industrial structure, promote industrial growth and industrial relations between the coordination, is to ensure our sustained and stable development as the core and the key in the international stage. As the world’s second largest economy, China’s economic development has attracted worldwide attention, at the same time, environmental constraints on economic development is gradually emerging, high growth of economic activities brought unknown pressure and threats to the environment, the coordination problem between the two has become an important topic in the development of contemporary science. In the new period, we must maintain the healthy development of economy, further optimization of the industrial structure, promote the competitiveness of the industry, increase the effective supply and promote the sustainable and healthy development of national economy.Shijiazhuang is the capital city of Hebei Province, located in bohai sea economic region of the Beijing,Tianjin and Hebei region, is the central city of the Hebei south, transformation and upgrading of its industrial structure is related to the coordinated development of the whole Beijing,Tianjin and Hebei. In the process of rapid industrialization and urbanization in Shijiazhuang, the air pollution is very serious, is the focus of urban air pollution, air pollution control is a very arduous task, and strengthen the environmental constraints of developing economy. Apart from the factors affected by natural conditions, traffic conditions and other factors, a highly polluting and energy-intensive industrial structure is an important cause of air pollution in Shijiazhuang. Therefore, Shijiazhuang city forced environmental pressure, should be in industrial structure adjustment as a breakthrough point, look for new economic growth poles, eliminating backward production capacity, control the total discharge of pollutants in the atmosphere to ensure that Shijiazhuang city realize green development.This paper attempts to study the three levels under atmospheric constraints Shijiazhuang city industrial restructuring problems: the first is the international level, whether foreign or domestic, are faced with the adjustment of industrial structure as a problem; the second is on the domestic level, the empirical analysis Shijiazhuang city’s industrial structure evolution to effects of ambient air quality; the third is a combination of the international and domestic level, study abroad experience of industrial structure adjustment, combined with the fact of Shijiazhuang, atmospheric environment countermeasures of Shijiazhuang industrial structure adjustment. Firstly, the basic theory of industrial structure adjustment, and discussed the Marx doctrine of industry structure adjustment and the Western industry structure adjustment theory, and analyzes has atmospheric environment and industry structure adjustment of relationship, and on the basis of empirical analysis of Shijiazhuang effects of changes in industrial structure of atmospheric pollution, finally, puts forward the suggestions of Shijiazhuang under atmospheric conditions and environmental constraints of industrial restructuring.The paper is divided into six parts:The first part, the theory under atmospheric constraints analysis of industrial restructuring. This section covers the basic theory overview of structures associated with the atmosphere of industrial structure adjustment of background, and describes the relationship between the industrial structure and the atmospheric environment.The second part, the Shijiazhuang city industrial structure evolution and the change of atmospheric environmental quality condition analysis. This part is the main body of the paper, and in-depth analysis of the constraints of atmospheric environment in Shijiazhuang city’s industrial structure adjustment. This part discussed the Shijiazhuang city’s industrial structure adjustment evolution and its characteristics. At the same time, conducted an in-depth analysis of the correlation between the industrial structure and atmospheric environmental governance.The third part, the Shijiazhuang city industrial structure adjustment and optimization analysis of the conditions of atmospheric environment. This section analysis the advantages and disadvantages of the industrial structure adjustment of Shijiazhuang city. Shijiazhuang has the talent advantage and good industrial base, industrial development momentum and progress of structural adjustment, but there are still the bottleneck factors of the environment, science and technology.The fourth part, under the condition of atmospheric environmental constraints at home and abroad experiences and revelations of the industrial structural adjustment.
