Shaanxi Province New Urbanization Model Based On Urban And Rural Areas As A Whole

Urbanization, as an important process of China’s socialist modernization, has becomethe symbol of our modern civilization. Now, although the level of urbanization in China isdeveloping rapidly, to a certain extent, it also restricted by some factors, such as China’spopulation, quality of the labor force, land area and so on. In2008, the level of Shaanxi’surbanization has reached42.1percent, which compared with2000, increasing by9.84percentage points. Xianyang, Baoji into the ranks of the big cities and Yan’an, Ankang hasalso entered the ranks of medium-sized cities. In addition, the urbanization rate ofShaanxi Province add every one percentage point, the transfer of rural labor forceincreases280,200, an increase of household consumption is2.826billion yuan, thegrowth of GDP is about5.7billion. The effect of urbanization on the social-economiccontribution has become increasingly prominent. Shaanxi province total economic outputin2009reached818.665billion yuan, up by13.6percent. GDP per capita also reached$3,200, but the level of urbanization is still lower than the national average. There exist alot of problems which include the gap between urban and rural areas, seriousenvironmental problems and the level of urban management is low. So, our country needsto take a road of urbanization with unique Chinese characteristics, resource conservationand friendly to the environment, which is the inevitable choice in a number of constraints.It’s also the only way for the development of urban and rural harmony and stability.The new pattern urbanization is a new road which has highly efficient and harmoniousto our society. The requirement is to uphold the people-oriented, comprehensive,harmonious and sustainable development and balanced, new industrialization as thedriving force for development, the scientific concept of development as the developmentof guidelines, social harmony and development goals, so that cities and towns at all levelsand ultimately develop as a coordinated one.The content is divided into two parts, one is the theoretical study of the newurbanization and the other is the policy and suggests on the new urbanization of Shaanxiprovince. Structure is also divided into: Introduction, which introduces the researchbackground, research significance, the definition, the literature review and so on; newurbanization theoretical system build on its theoretical basis, the basic framework and thecontent of characteristics; the status of urbanization in Shaanxi provincial, including theachievements, problems, trend forecasting, etc.; provinces (regions) of urbanizationdevelopment mode analysis. Analysis of development path in Zhejiang, Anhui andChengdu, etc., so we can get valuable experience, using by the Shaanxi province; Basedon the actual situation in northern Shaanxi, Guanzhong and southern Shaanxi, througheconomical use of resources, protect ecological environment, and actively guide theorderly transfer of surplus rural labor to urban areas, establish multi-of urbaninfrastructure investment system and improve the quality of urbanization, highlight the town features and finally protect the new urbanization of Shaanxi province to go further.
