Study On The New Urbanization Investment And Financing Model In Shaanxi Province

Report of CPC’s Eighteenth National Congress clearly pointed out that we must adhere to the socialist characteristic urbanization path, regard urbanization as one of the bases of building a moderately prosperous society and also be treated as key of economic’s development and transformation. Compared with the traditional urbanization, new-type urbanization is more focused on people-oriented, pay attention to the improvement of people’s life quality, ecological environment, and the improvement of social security mechanism. It is the important guarantee to achieve of "three Shaanxi"-prosperous Shaanxi, harmonious Shaanxi, beautiful Shanxi.The construction of new urbanization involves many aspects of infrastructure, improved living conditions, industrial development and the improvement of ecological environment, which requires a lot of capital investment, Therefore, in order to meet the new requirements of the capital in the construction of new-type urbanization, the Shaanxi government has a very important practical significance for the innovation and establishment of diversified and sustainable urban capital security system.At present, there are many factors restricting the pace of the construction of new towns in Shaanxi Province, the shortage of funds is the most prominent restriction factor, Shaanxi Province new-type urbanization of construction funding sources, there are five aspects:First is the national budget; the second is raised; the third is the domestic loans, fourth is utilization of foreign capital; the fifth is other way. However, there are still mainly rely on to local government financing, investment and financing channels too single from Shaanxi Province new-type urbanization, the serious lack of sources of funds, real form requirements set up a flexible investment market mode, break through the bottleneck of the fund, to high efficiency of investment and financing system to promote new-type urbanization development in Shaanxi Province.Research on the problem of this paper is divided into four gradients. First it analyzes the concept of new-type urbanization,then analyse the development process of urbanization in Shaanxi province and the existing main pattern of investment and financing, point out main problems existing in the investment and financing. Secondly, applying time series model respectively for Shanxi Province in 2015-2020 new-type urbanization construction, forcast capital demand and supply, Through the difference between the forecast fund demand and the supply of fund, the analysis the gap between supply and demand in new-type urbanization investment and financing in Shaanxi Province in the next five years and its origin. Third, exploring the construction of infrastructure of franchising model, urban construction investment bonds, small towns development fund mode, developmental financial mode, park development mode and so on the new financing model operation methods and advantages, and provide reference for Shaanxi province new investment and financing mode innovation of urbanization; Finally, Suggestions to consummate the fiscal system, investment and financing system, the land reform system, policy Suggestions of financing platform in Shanxi Province,as soon as possible to solve the funding gap and the implementation of the investment and financing scheme.
