Technical Innovation is a key factor in the impact of technological advances; Technical Innovation is a prerequisite for the promotion of scientific and technological development. By comparison with the advanced experience of foreign countries, from discovery of input and output of China’s science and technology funds management and control of various factors, highly efficient technology with foreign experience, the gap between input and output.For the competent departments of China’s science and technology, they urgently need to understand master the requirements of China’s science and technology input and the overall level of technological innovation in recent years the development and changes in trends and factors that affect each other, and in the horizontal dimension compared with the successful experience of foreign countries, in the Longitudinal aspects of time-varying trend analysis, the correct and reasonable evaluation of the performance of China’s science and technology to work to enhance science and technology input and output predictability of funding, so as to develop scientific and technological input-output-related policies, improving regulatory environment of China’s scientific research and provide scientific decision-making basis.
