First, on the basis of the analysis and extraction on the influencing factors of the regional technological innovation ability, the study explores to build the basic framework of the theory and specific methods of evaluation of the regional technological innovation ability; Second, on a comparative study of the four provinces, the article discovers and interprets their location of technological innovation ability, the main constraints, development trends, upgrade paths, barriers and so on; the third, it proposes the improving path of regional technological innovation ability in Shandong province. The main research methods include:(1) systems thinking; (2) combined qualitative and quantitative analysis methods; (3) combined static analysis and dynamic analysis methods; (4) Comparison methods; (5) demonstrated experience methods.This study using the relevant theory carries out the theoretical study on the operation mechanism of the regional technological innovation, and analyzes and refines the influencing factors of the regional technological innovation ability. On this basis, it builds the evaluation index system of the regional technological innovation ability, establishes a comprehensive evaluation model based on cross-sectional data, and designs a time-series-based dynamic evaluation methodology. This system conducts a comprehensive evaluation and its main influencing factors of the technological innovation ability of the four provinces (Shandong, Jiangsu, Zhejiang and Guangdong) and a comparative analysis of their development trends. On this basis, this study puts forward the strategic thinking and countermeasures of the regional technological innovation ability in Shandong Province, and puts effort to achieve practical results-oriented and innovate and development the existing research results. The main content and innovations manifest in the following areas:First, the study is developing the relevant theory of regional technological innovation ability. It defines the basic concepts involved in the article, and clarified the relevant theoretical issues with reviewing the theoretical issues on regional technological innovation ability. At the same time, in deep research on the functions and operating mechanism of the major regional technological innovation factors in promoting the regional technological innovation ability, the study analyzes the main factors influencing the regional technological innovation ability, and their co-operations.Second, the study establishes the comprehensive evaluation model and index system to evaluate the regional technological innovation ability from three levels and two aspects (the quantitative and qualitative analysis). The article fully covers all aspects about the regional technological innovation ability and at the same time, by using Delphi method and the method of entropy to determine each index proportion in the evaluation index system, it can evaluate the importance of each index. All of these attempt to analyze and evaluate the regional technological innovation ability from theoretical angle, and provide a new research method for future research.Third, the study gives an analysis on present situations and a comprehensive evaluation of the regional technological innovation ability in Shandong, Jiangsu, Zhejiang and Guangdong provinces. Although in recent years the four provinces have greatly improved their ability of independent innovation, their economic development models as a whole is still factor-driven and investment-driven. Their innovation capability is not strong enough and their economic growth is heavily relied on the material resource inputs and simple labor operation. Low efficiency in innovation input and output, lack of core technology and independent intellectual property rights still exist, so they all have heavy foreign technology dependence. Studies have shown that competition among the four provinces; especially the regional technology innovation policies and organization managements have great influence on their regional technological innovation ability.Fourth, the study establishes a dynamic comparison and evaluation method based on time-series data. The paper provides a dynamic comparison on the input of the key elements that influencing the regional technological innovation ability of Shandong, Jiangsu, Zhejiang and Guangdong provinces on the basis of a time-series data from 2000 to 2008. By the use of DEA-based non-parametric method of Malmquist index and panel data, the paper analyzes and evaluates the efficiency of regional technological innovation and analyzes the dynamic comprehensive changes in Shandong, Jiangsu, Zhejiang and Guangdong provinces bases the data from 2001 to 2008. The study gives a comparative analysis on their strengths and weaknesses in regional technological innovation ability of the four provinces, as well as their whole development trends and the major trends of the influencing factors. It is the first time to give a systematic comparison of the ability on technological innovation between different provinces by using the three different researching methods above.Fifth, the article proposes the path to improve the regional technological innovation ability in Shandong province from the macro-and micro-levels. The study finds out the factors influencing and enhancing the regional technological innovation ability in Shandong province by observing, analyzing, comparing, evaluating and judging the regional technological innovation ability in Jiangsu, Zhejiang and Guangdong provinces. There are many innovations and Countermeasures. For example, the article suggests formulating road map of Industrial Science and Technology in Shandong Province, as well as other new countermeasures. These fill in the blank on this kind of research in Shandong province.Through systematic, comprehensive and in-depth analysis, main findings in this paper are as follows:Regional technology innovation superiority is based on comparative advantage of innovation elements. Globalization and market-orientation lead to regional advantage adjustment and convergence. At present, because of the differences among Shandong, Jiangsu, Zhejiang and Guangdong provinces in the main regional technological innovation elements such as human resources, financial resources, technology innovation organization and management, the market development, industry base and innovation platform, natural resources, human and culture, as well as the differences in the technology innovation ability of the main elements and the innovation environment, a wide gap also exists among the four provinces.Research results based on the cross-sectional data in 2008 show that Guangdong ranks first in regional technological innovation ability, Jiangsu ranks second, Shandong ranks third, and the last is Zhejiang. The numerical size range between Guangdong and Jiangsu is near and these two provinces can be used as the first 1.7 group. Shandong and Zhejiang have little difference in index values and only can be called as the second 1.2 group.The dynamic comparative analysis shows that technology Guangdong and Jiangsu provincial innovation ability is much higher than Shandong and Zhejiang. The comparative analysis on factor inputs show that Guangdong ranks the first order, Jiangsu second, Shandong third, and Zhejiang the fourth. From the dynamic comparative perspective on overall development trend, Jiangsu owns the fastest growing and best trend since 2000, and its development trend is significantly better than Guangdong. Zhejiang ranks first in patent applications and increased number of enterprises among the four provinces. In the second group, Zhejiang has a better development trend than Shandong.These four provinces should make full use of its structure of technological cluster, endowment advantages of innovation elements and the existing knowledge base, with the regional technological innovation capacity-building in the main line. They should strengthen the training and the introduction of the innovative talents of different levels, optimize the support of regional technology innovation and deploy the advantages of scientific and technological resources within the region effectively, as well as continuously improve the technical innovation contribution to economic development.
