China’s family-contract responsibility system has tremendously promoted the productive force in the rural areas at the beginning of carrying out the reform and openning up policy. However, with the speeding up development of the rural market economy, this system has revealed many disadvantages. For example, the right of using land is lack of independency and stability. Next, the profit from land is devided and can not be attained separately. Furthermore, the land can not be transferred freely. All the above factors have ended up with lots of serious problems about agriculture、presents and rural areas. The land resource is often wasted and unefficiently allocated. Most of presents are reluctant to make long term investment on land. With the plundering manufectury by the agricultural producers, it is quite difficult to develop the agriculture itself and improve the presents’earnings.As the experimental zone of the national overall and comprehensive planning reform for both urban and rural areas, Chengdu embarked on the rural land ownership system reform in 2008, which focused on entrusting the right and independence on presents. The reformers expected that would make the productive means circulate freely and irradiate the increasing power of the rural market by capitalizing the rural land ownership, and to seek new solutions to those problems which have disturbed China’agriculture for a long time.While the opposers worry about that the reform may be carried out at the price of collective assets loss、new enclosure of land and large numbers of displaced persons. It even may lead to the disorder or standstill of the economic and social development in the rural areas. That will go against with the purpose of promoting the rural self-development by this reform.But,in order to perfect China’s basic economy system,it has become a must to set a modern land ownership system with disdinguishable ownership devision、clear right and duty regulation、strict protection mechanism and smooth circulation. Concentrating on this point, the auther of this essay consulted some relative documents (both home and abroad)and will analyse and discuss what kind of role the government should take in the reform. The essay is composed of three parts as the folowing:Part one is the introduction, which introduces the researching backgroundings、aim and sense、reasoning methods and comments the former researching results on government responsibility、practice and its role in this kind of reform.Part two is the basic theory on rural land ownership reform and the government practice, which is only limited to the local government role in the present reform in Chengdu. The aim is to set an analysing frame for the local government role orientation.Part three is to describe the government role orientation by analysing the principle、contents、risk of the reform in Chengdu.Part iv:according to the third part of the paper studies how to avoid these risks, and accurate positioning and contradiction, the local government in rural land property rights system reform roles.
