Research On Industry Cluster And Urbanization Of Chengdu Plain

Integration of Industrial cluster and urbanization has become a global trend in 21 st century. Enterprises in the traditional industry cluster organized in simple way can no longer maintain their inner benefit, and also have some problems in accelerating the local urbanization process under the world economy integration circumstances. As the biggest developing country in the world, China has made a great progress after 3 decades of reform and opening up. Especially the east cost of China has made remarkable achievements in the last 3 decades. In comparison to China’s vast central and west area, although 30 years of reform and opening up brought there some development, the improvement in negligible, the east-west inter-regional gap has reached a considerable level, and the gap is continuously deepening.This article is based on the situation in west areas of China, through analysis of the geographical environment, population size, industry distribution, types and structures of existed industries, and the pillar industries, leading industries, dominant industries of the Chengdu plain, in conjunction with the relevant requirements of the "Eleventh Five-Year Plan" of China, as well as future requirements of national development strategies, take the "Deng Xiaoping" Theory and the "Three Represents" as guidance, in line with scientific and harmonious concepts and the practical attitude, this article put forward six principles of the industrial development and urbanization:regional plan assort with the national development strategies; industrial development level fit the regional economic development level; scientific planning to reveal the local industrial features; maximize the whole system’s benefits; "two high-two low" principle; sustainable development principle. This article also reviewed the past years of Chengdu Plain’s industrialization and urbanization and based on the principles which mentioned before and the nowadays situations put forward eight suggestions for further development. They are:1. break through the institutional barriers, accelerate innovation and speed up the development of industry clusters, to create a sound institutional environment; 2. think much of the overall plan for the development of industrial clusters and build key industrial clusters as the carrier for regional economic development; 3. Establish and improve the support system of the law and policy for the industrial clusters; 4. strengthen the Innovative mechanisms and improve the innovation environment to enable the industry to maintain vitality and compete ability in the market field; 5. find new ways to plan a city, attach importance to the overall strategic planning of urban development; 6. Improve the support system of the urban construction, to ensure the conduct of various construction properly and orderly; 7. Change the traditional urban management methods to improve the level of urban management, especially in urban managers of their own quality; 8. In background of the urban-rural balance develop program, to increase the intensity of small towns in order to ensure functional system of urban areas develop well.
