In the past 30 years, along with growing between the economic and trade exchanges increasingly, trade and investment of cross-strait have increased dramatically. However, the economic and trade cooperation of cross-strait has always been lack of an effective institutional mode of cooperation. At the conversion between General Secretary of China Hu Jintao, and KMT Chairman Lien Chan in April 29,2005, Hu Jintao issued a "cross-strait vision of peace and common development", and clearly stated that "cross-strait exchanges can focus on trade and economic cooperation, establish cross-strait economic cooperation mechanism", and " discuss cross-strait common market issues after the restoration of cross-strait consultations "At the talks between General Secretary Hu Jintao and Taiwan’s People First Party chairman Song Chuyu in the May 12,2005, they also proposed "strengthen cross-strait economic exchanges and promote the establishment of a stable cross-strait economic and trade cooperation mechanism." Since then, what kind of economic cooperation model should the two sides take has become a hot-depth discussion of cross-strait. And researchers have reached the consensus of the importance of the establishment of institutional modes of cooperation. At this stage both sides need establish modes of trade and economic cooperation to deal with the financial crisis urgently. Although the theoretical circles have been studied and discussed various modes of cross-strait economic and trade cooperation, they all failed to reach a consensus. The main mode includes free trade zone mode, CEPA mode and the common market mode. Therefore, the two sides should explore the choice of cooperation mode and find the best mode from various kinds of theoretical modes. And then through the establishment of institutional cooperation, the two sides can cope with the impact of financial crisis better, and develop from the economic integration to political integration through institutional norms, and achieve reunification of the motherland at an early date. This article is in this background, and illustrates the reason of adopting the common market mode through analysis of the WTO framework, the current basis, and the difference between every modes of cooperation. And then the article examines the current situation of cross-strait economic and trade cooperation, and illustrates that the cross-strait common market is feasibility and has the foundation for cooperation already. Next, the article reveals the gap between the objectives and current situation according to the concept of the common market mode. Finally, the article proposes the concrete path to advance the common market mode at this stage.There are six parts in this thesis. The first part is introduction. The main content includes research background, significance, literature review, research methods, the logical framework, weaknesses and innovation of the paper. The purpose of this section is to lead the background of cross-strait economic and trade cooperation, and pave the way for the mode selection of cross-strait economic and trade cooperation below.The second part is about the analysis of the specific mode of cross-strait economic and trade cooperation. This part mainly basics on WTO rules, current situation, and theoretical study and gains the conclusion. First of all, this part analyzes the significance of cross-strait economic and trade cooperation with the theory of free trade and regional economic integration. Secondly, under the WTO framework, this part studies the system space of trade and economic cooperation according to WTO rules. And then this part analyzes the legal feasibility of different modes of cooperation. Thirdly, this part combines theory points and public opinion, and concludes that the common market mode is a realistic choice for cross-strait economic and trade cooperation.The third part is to study the existing basis of cross-strait common market. First of all, this part illustrates the basic condition from the aspects of trade, investment and the current results respectively. Then, it combines with the background of the financial crisis and shows the current urgency of strengthening cooperation. The basic view of this part is that cross-strait trade, investment and other fields has achieved a sound economic basis for the construction of cross-strait common market.The fourth part aims to the existing problems in the cross-strait trade and economic cooperation, and analyzes the gap between the target of cross-strait common market and the current situation. The main purpose of this part is to provide the reference for the path of cross-strait common market at present.The fifth part presents the specific path to advance the cross-strait common market. At first, it introduces the basic principles and overall strategy of the cross-strait common market mode. Then, this part proposes the short-term goal of the common market mode. At this stage first is to achieve economic normalization, and process the building of common market from the point of financial services, tourism, electronic information, education, energy and other industries.This article follows the combine of qualitative and quantitative, induction and deduction principles. In the qualitative aspects, it concludes defines of WTO framework, the system space, explanation of the cooperation mode, and the specific path of common market mode. In the quantitative analysis, it concludes chart and graph of trade and investment at present. In the inductive interpretations, this paper bases on the summary of the relevant research literature, and proposes the specific path and measures to achieve common market mode at this stage.This innovation is mainly manifested in two aspects:First is the different angle of research. This paper analyzes the current situation under the WTO framework, while the existing literature is less related with the combination of WTO rules and the cross-strait economic and trade cooperation. Second is the innovation in specific point of view. (1) The majority of the existing literature has only analyzed the current situation of cross-strait cooperation. But this paper argues the basis of the common market in reality from the perspective of the current development in trade and investment cooperation. (2)This paper directs to the gap and illustrates the barriers to achieve the targets, although many scholars have studied the gap between reality and the objectives of the Common Market (3) The researchers have reach an agreement of the significance of cross-strait economic and trade cooperation. On the basis of research before, this paper uses the theory of free trade and regional economic integration to study the meaning of the cross-strait trade and economic cooperation.Through the analysis above, this paper demonstrates the following ideas:(1) Three kinds of modes of cooperation are legal on the basis of WTO system space. (2) The common market model is the best choice for cross-strait economic and trade cooperation. (3) The progress of cross-strait trade and investment cooperation has laid a solid economic foundation for cross-strait common market. (4) The real problems are the non-normalization of the development of cross-strait economic and trade. (5) The recent goal is to achieve the normal relations of cross-strait economic and trade. At the operational level, it can expand from the finance, tourism, information, education, energy and other industries, and realize the goal of cross-strait common market gradually.Research on cross-strait cooperation model is a huge task, and it involves a very wide scope. Due to the "three links" has just achieved, research and data of cross-strait cooperation after the "three links" are also relatively small. Therefore, at this stage the concrete practice of the path of a common market, is mainly in the basis of theoretical analysis. The support of data and model remains to be further strengthened.
