With the development of the economy, our country pays more and more attention to theinteraction between the manufacturing and the logistics industry. The promotion of the organicintegration and interactive development between the manufacturing and the logistics, is not only amajor way to adjust the economic structure and change the mode of economic growth, but also is acommon demand of the manufacture enterprise and the logistics enterprise. The development of themanufacturing industry needs the support of the logistics industry in order to reduce the operationcost, strengthen the core competitiveness, and share the management risk urgently; Thedevelopment of the logistics industry also relies on the large release of the logistics needs from themanufacturing. However ,the cooperation level between the manufacturing and the logistics is nothigh in china currently, according to the statistics, the third party logistics enterprise only assume18% of the logistics of raw materials which are come from the industrial enterprises of China, theself-conducting logistics of the manufacturing enterprise accounted for 24.1% of the distributionlogistics, the self-conducting logistics of the customer and the party shared with the third partylogistics enterprises accounted for 59.8% of the distribution logistics, and only 16.1% of thedistribution logistics are undertaken by the third party logistics enterprise. Most manufacturingenterprises are still tend to keep self-conducting logistics, which hindering the upgrade of themanufacturing and the development of the logistics.This paper apply the symbiosis theory to the interaction relationship between themanufacturing and the logistics industry, and take the manufacturing enterprise and the logisticsenterprise which are the practice subjects of the two industries as the research objects, andcombining with the current situation of the logistics outsourcing in our country that themanufacturing enterprise is in the leading position and the logistics enterprise is in the subordinatestatus, this paper analyzes the characteristics of their symbiosis system, and sums up two kinds ofsymbiotic models between the manufacturing enterprise and the logistics enterprise, According tothe thought of game theory, this paper analyzes the mechanism of symbiosis that the manufacturingenterprise and the logistics enterprise achieve the global optimization of their conflict goals throughcontinuous game and coordination.Based on the research above, this article converts this symbiotic mechanism to amulti-objective bi-level programming problem which shows the idea of the stackelberg game, thenanalyzes and constructs a bi-level programming decision model, in which ,the manufacturingenterprise ,who is the leader ,treats the minimum of its logistics cost as its target and the degree of logistics outsourcing as its decision variable ,the logistics enterprise ,who is in the subordinatestatus ,treats the maximization of profit as its goal and the logistics outsourcing expense as itsdecision variable. From the point of view of logistics outsourcing, this paper analyzes how the bothsides in the symbiotic system achieve the global optimization of their conflict goals throughcontinuous game and coordination quantitatively. Then this paper elaborates the characteristics ofthe Plant Growth Simulation Algorithm, the advantages in solving the problem of bi-levelprogramming and the procedures of this algorithm, and then the PGSA is applied to solve thesymbiotic optimization problem between the manufacturing enterprise and the logistics enterprise.This paper also solves the rationalization example by using PGSA in the matlab , then theanalysis of the result verifies the feasibility of applying the bi-level programming decisionmodel ,constructed in this paper ,and the efficiency of using the PGSA. Thus this paper provides anew visual Angle and a new method for the cooperation optimization of the manufacturingenterprise and the logistics enterprise. Finally, this paper expounds several optimization strategiesfor the manufacturing enterprise and the logistics enterprise respectively.
