The Study On The Dilemma And Countermeasure Of The Realization Of Public Nature Of Finance

The public character mean financial activity possess the attribute of satisfying society member’s public requirement. China’s current reform target about financial structure is the building of public financial system. Public character, the symbol and nature character of modern finance, is the fundamental meaning. However, the objective existence of public character can’t guarantee the real finance operation reflect it certainly. The achievement depends on whether government views it as the value and spirit pursuing of public administration. the evolution of public character should accommodate social development phase. Viewing the reform course of China‘s finance structure, it is clear that China’s financial reform appear a obvious public trend while China’s economy demonstrate a distinct marketization trend.This trend is not mean public character refelt completely. Public character fail to adapt current society requirement because of restriction from various factors.Deficency of public character will be a big problem to build publc finance in a relatively long time.This paper summarized the relative public finnace and the research status at home and abroad. Then author analyze the public character of China’s public finance systematically by using documentary analysis, historical cost analysis method, analysis by synthesis method and normative analysis. This paper analyze the relevance theory about finance public character firstly .Then, author analyse the deficency reason by reviewing the refrom course and the current status. Lastly,author put forward some countermeasures from macroscopic and microcosmic layer to give some inspiring idea.
