On The Investment Promotion Mode For Yunnan Province From The E-Government Perspective

As an effective approach to the promotion of the economic and social development locally, the investment promotion has not only been attached great importance by all circles but also attracts many scholars to the study on the mode of investment promotion. Domestic scholars, however, have different views on the current mode adopted in various places. Indeed, there is no such a "standard mode" of investment promotion that suits all circumstances. In order to fully play the role of investment promotion in accelerating the development of local economy and society, it is necessary for each place to carry out a serious and close study on the subject so as to form a mode applicable to its investment promotion.In order to explore the mode which meets the actual needs of investment promotion in Yunnan Province, this paper takes the government-guided investment mode applied in Yunnan Province at present as the object of study and analyses its positive roles and shortcomings by means of qualitative analysis and quantitative analysis as well.Meanwhile, the paper, in line with the current trend of government informationization development, conducts a study on the present stage of development of e-government in Yunnan Province as well as in the investment promotion, points out the insufficiency of e-government development in attracting investment and analyses the possible positive role of e-government for promoting investment in Yunnan Province.Based on the informationization, the author explores a way to boost the investment promotion of Yunnan Province by applying the theory and practice of e-government and, from the perspective of e-government, brings forward a new mode for Yunnan’s investment promotion, namely, the GIX mode, in which the government plays the guiding role while the improvement of investment promotion to be made by using e-government method technologically and administratively. Meanwhile the effective interaction among the participants involved in the investment promotion should be strengthened so as to better play the role of informationization to boost the investment promotion.The purpose of this paper is to guide the practical work on investment promotion in Yunnan Province in the light of the related theory of public administration, which is a beneficial exploration of certain positive significance for further in-depth study on the investment promotion mode in Yunnan Province.
