The Study Of The Fuel Cell Vehicle Industry Policies In China

The Fuel Cell Vehicle industry is an important strategic direction in the future development of the Vehicle industry. In recent years, the Chinese government has attached great importance to the FCV industry, meanwhile this has achieved brilliant result. However, compared with foreign countries, FCV industry in China is facing multiple failures of the target, system, network, ability and infrastructure. The failures mentioned above due to some institutional factors such as the weakness of the administrative institution, the lag of the technical-standard’s formation mechanism, the limitations of the policy regime and the in put mechanism. Therefore, designing the development policy system for the FCV is an important path to achieve the corners transcendence.Based on the exploration of the current situation about the policy related to the FCV industry in China and abroad, the paper uses the system failure method to analyze the policy in China, such as the target failure, the system failure, the network failure,the ability failure and the infrastructure failure. To solve the system failures, the paper has tried to design the development policy system for the FCV. At first, learning from the foreign advanced experience, basic goals in design of policy system for the development of FCV industry in China is located in:addressing system failure as main means to build industrial network of the FCV industry in our country and develop related technological capabilities of enterprises and industrial capabilities in FCV industry. Then, the processes and the participants of the industrialization are the two dimensions, which is setup for the system policy designing framework, trying to make the policy system covering all aspects and agencies. At last, the paper puts forward the targeted recommendations to the FCV industry:(1) Compensating the absence of the the policy objectives and making clear of the target;(2) Consolidating the function of government cultivation and guiding the industrial development by multi-directional policies;(2)Energy companies are attracted into industrial innovation system ao as to ensure the hydrogen infrastructure construction;(3)Making sure of the sources of inputs, organization and the implementing agencies to establish a multi-channel input mechanism;(4) Fostering the industry innovation system and speeding up the optimization of industrial chain.
