In order to alleviate the problems such as traffic congestion and air pollution in Beijing, the Beijing government introduced the policy of vehicle registrations via a lottery system to impose restrictions on vehicle demand. Once issued, the policy triggered a heated debate in society.To explore the resulting effects and the reasons behind of the policy of vehicle registrations via a lottery system since it was implemented, and then to propose appropriate improvement measures, the paper unscrambles the policy of vehicle registrations via a lottery system, and carding the theory of public policy evaluation. Then the paper employs the comprehensive assessment models of the model classification summarized by Evert Vedung. Thus we establishes a public policy evaluation framework and then assessing the whole process of the policy of vehicle registrations via a lottery system, which is the three stages of "Policy decisions-making", "Policy Implementation" and "Policy evaluation", with the value basis of "appropriateness", "public participation", "openness," "fairness, impartiality" and the "effects" respectively.In the aspect of specific research methods, the paper uses literature research, systems analysis and survey research and other social science research methods. Besides, before and after comparison, object evaluation method and other public policy assessment are used. The final evaluation study results include the following aspects:The policy objectives are far reaching and it has produced a series of unintended effects; public satisfaction with the policy is low; the policy reflects the deviation between the government and the public's demands.Finally, the reasons behind are analyzed according to the assessment results, and several suggestions for improvement are raised as the follows: refine the policy content to meet the basic needs of the public to purchase a car; strengthen the supervision of the implementation process of the policy; strengthen effective communication and multi interaction between the government and the public; change a single resource allocation and combine the administrative means with the economic means; draw lessons from the advanced experience of foreign cities to improve the level of urban traffic management.
