" Food basket" project is involved in public life foundation engineering, and vegetable industry as "food basket" project important constituent, its production and supply base construction are subject to all levels of government attention. With the development of economy and the progress of science and technology, base of the vegetable standardization construction appears particularly important. Land consolidation as a break fragmentation plots, the adjustment of land between the manner of, not only to improve agriculture to produce a condition, raise land productivity plays an important role, but also adapt to the new era of balancing urban and rural development under the background of new rural construction requirements and build efficient zoology agriculture, mechanization agricultural base of the important supporting technology. Specific to the agricultural industry belt base construction as the goal of the land consolidation, In improving the land quantity and quality at the same time, also pay attention to agricultural industry structural integration, emphasize agricultural industrialization supporting service system construction and land scale management in how to organize production to promote efficient agriculture industrialization development.Vegetable base standardization construction in China is rich" food basket" project, implementation agriculture increase production is one of the effective ways. However, on the southwest hilly area vegetable base construction research, mainly concentrated in the vegetable base concept planning, land consolidation engineering design, evaluation and final management and maintenance etc,but on the adjustment of agricultural industry structure and land consolidation activities with the background to a particular industry target macro planning and microcosmic design combining the research has not been thoroughly. Therefore, this article take the Chongqing city Bishan County Bibei vegetable base core demonstration zone (standard vegetable base) as an example, macro of overall layout concept and train of thought, microscopic from land leveling, irrigation and drainage system in engineering design. The main results are as follows:(1) Through positioning overall function of researched area (standardized vegetable base) according to the development plan of industry of related vegetables in Chongqing, the researched area is determined to be a modern demonstration base of vegetable industry, highlighting works of Chongqing modern agriculture, presentation window of high-quality agriculture, a leading role in "advantageous areas of vegetable production along Suiyu railway", technology center of vegetable industry development, outwardly effective and environmental friendly demonstration base, construction sample of new countryside, which is a collection of functions such as production and processing, promotion and demonstration, concentration and diffusion, new countryside construction model, popularization and training of science and traveling. On the other side, according to the principles of prior guiding of the technology, benefit first, adjusting measures to local situation and comprehensive planning and related technological regulation of theory of vegetable cultivation, modern ecology theory and land consolidation of Chongqing, the researched area is planned as the layout with "one corridor" (the corridor of fragrant plant), "two flanks" (one flank of overview of vegetable facilities, another flank of overview of outdoor vegetable), one line (a line of ecology appreciation of singular melon in Bingshui), "two points" (a new overlook of Zhideng country and Jiangjun country), "multi-plates" (the ecology plate of Jingguo grove). At last, according to overall developing position and layout and the standard for vegetable bases construction, the researched area is divided into eight functional places with "one center, two bases, four districts and two points", which include the center of seed cultivation, model bases of facility vegetable production, model bases of vegetable standardization production, model restrict of improved vegetable testing, places of farming experiencing, places of leisure and tourism, places of comprehensive and matching service, and a point of new countries.(2) Based on DEM and mechanization level, Strip field in the study area, was designed 120m×60m, respectively, within the field internal bump height difference in±3cm. At the same time, strip focused on field leveling design, flat area is large, the calculation of earthwork as accurate and convenient. Therefore, the method of earthwork calculation was selected based on field observation and analysis, land leveling earthworks was 3,400 m3hm-2 calculation in the study area. The results were accurate, but this method caused the waste of human and material resources. Therefore, we could choose simple, fast earthwork calculation method, and improve the accuracy to achieve the maximum of comprehensive benefit.Study on Design of the area found in specifications for 25cm×25cm×100cm stone masonry, taking two side-by-side manner that 50cm width, and the stone dike can be as simple production course. Each of the two design field between the rocky ridge height according to the upper and lower two field design elevation difference is determined, adjacent to the dry land, residents of the boundary stone dike height according to the field survey data set. While in the Strip field, in the study area, T-shaped stones of one-layer, one-layer, two-layer, two-layer, three-layer were built for stone dikes of 2.25m,2.5m,2.75m,3m,3.25m.After the investigation and analysis of landforms, soil property, irrigation and drainage in researched area, irrigation and drainage project should be designed according to the local situation, and the depth of the farmditch of dewatering is 1m-1.5m, and the separation distance is 100m-200m. Meanwhile, in order to ensure enough irrigation of vegetable bases, PE pipeline is pre-designed to guarantee the maximum duty of water. The layout design of pipe network of irrigation area is:the first-class main pipe is laid out through the whole researched area along Shuangtang Road, Wuqi Road and field way. The first-class branch pipe is perpendicular to the layout of the main pipe with separation distance of 100-150m. The second-class branch pipe is perpendicular to the layout of the first-class branch pipe with its end connected with DN 32 pipe (the final class pipe), and the separation distance of pipe irrigation area is 45~50m,15~18m. The sluice valve is set in the main pipe and branch pipe in order to adopting rotation irrigation in different regions and avoiding stream capture in near-end and no water in end. The first-class main pipes should be selected with their inner diameter of f 250mm、f 200mm、f 160mm、f 110mm, and second-class main pipes with their inner diameter of f 110mm、f 90mm, and first-class branch pipe with its inner diameter of f 75mm, and second-class branch pipe with its inner diameter of f 50mm, and upright pipe with its inner diameter of f 32mm.(3) Favorable benefits are the motive power of the development of standardized vegetable base. This article has drawn a conclusion that the economic benefits, social benefits and ecological benefits are all improved through calculation. Corresponding decision evaluations are respectively good economic benefits, good social benefits, and relatively good ecological benefits. After calculating, the score of overall benefits is 85.61, which has reached to the degree of excellence. From the perspective of evaluation results, the project has succeeded generally, achieving satisfied effects.Through the farmland consolidation, the areas of planting have been effectively increased, and agriculture production conditions have been promoted, and utilization of land has been improved, which contributes to labor productivity growth and plays an important role in production and income growth, thus promoting the economic development of Bishan County in Chongqing.When evaluating the overall benefits of farmland consolidation, with the methods of expert evaluation and math, adopting independent evaluation index, data with original dimension is converted into scores which can used for comparing and calculating with practicability. The evaluation results will become more reasonable when using the method of AHP to determine the weight of each evaluation index.In combination with examples of construction of vegetable bases, this article has discussed the concept of macro planning of land consolidation and major points of micro design in order to provide reference basis for management of field of the rolling terrain in southwest areas. The investigation has shown that the design of the layout of researched area has to carry out sustainable agriculture concept. Meanwhile, the researched area should be divided into several parts according to the actual situation and features. Some differences lie in the methods of land consolidation construction design and parameters in different areas with different functions, such as land leveling way, system settings of land irrigation and drainage, selection of roadbed and pavement materials, determination of parameters. However, it has to be improved in detailed analysis of discrepancy.Therefore, in construction of standardized vegetable bases, sufficient field survey and material collection have to be proceeded. In the premise of understanding the actual situation, the layout and design should implemented according to local conditions. Meanwhile, in the southwest, the form of rolling terrain is complicated with complex geological structure, and natural landscape, ecological function, economic function in the space unit of microtopography are greatly different in different regions. The planning of adjustment of agriculture industrial structure and activities of land consolidation is still in the stage of exploration. Therefore, on the basis of reviewing the above layout concepts and design methods of bases building of specific industrial zone, a large sum of practical experience has to be summarized and investigated.
