The Fairness In The Process Of Common Tourism Resources Development And Utilization

Common tourism resources are common resources, common tourism resources are used in development of tourism industry and that support to the tourism activities.common tourism resources belongs to common resources, which has many characteristics such as can be shared, supply can not be separated, consumption are non-exclusive and competitive, because of its unique form of existence. In recent years, with the rapid development of tourism industry, the economic value of tourism resources has attracted more and more attention.Development and utilization of tourism resources has become the hotspot of social economy. And many common tourism resources are privatised in the process of development and utilization followed,which violates the principle of fairness but was legalized. Tourism resources as the human living environment and cultural heritage need to be strict protection so that it can be utilized sustainable. Tourism resources has a more tremendous non-economic value apart from economic value. The deep-rooted causes of common tourism resources privatization, the consequences, and how to solve such problems still have not received the enough attention from academic circles.These problems not only affect the sustainable development of tourism industry, but also against the justice and fairness, and undermine social stability, so we must pay more attention and solved properly.First of all, the paper analyzed starting from the common tourism resources exploitation lead to the tourist resource destruction and lack of power phenomenon, taked the tourism resources as the research object,taked the public product theory, equity theory, property rights theory, the theory of sustainable development, tourism rights theory, efficiency theory of economics as the guide,used public economics, institutional economics, property right economics, tourism economics, ethics and other disciplines of knowledge,and elaborated the unfair problems(common resources privatization, the value of tourism resources losing, tourist lack of rights, tourism interests tilt) in the common tourism resources development and utilization, as well as the impact(ethics missing, destruction of social harmony and stability; violates the fairness principle of sustainable development; the cause of tourism resources value are destroyed; unfair monopoly net social welfare loss).Secondly, deep analyse the reasons that unfair exploitation of the common tourism resources. the reasons are that our country property system and the law is not perfect, the resources property rights are attributive not clear under the available resources system, the local government is low efficiency, we lack of social ethics and we blind pursuit of the value of economy of resource.Finally, based on above analysis, the paper put forward several suggestions to solve the unfair problems in our country development and utilization of common tourism resources:(1) that can improve the property right system of the tourism resources; (2)that can supervise the government behavior and exert the function of government; (3) that can improve the evaluation system of the value of tourism resources, to achieve the sustainable utilizztion of resources; (4) that promote social justice and build socialist ethics.
