In the21th century, the China’s economy is developing rapidly. As the western great development, promoting the Northeast industrial base and the south-and-north water transfer project has been put into operation in view of country’s strategic measures. As well as the country’s infrastructure investment increasing, this makes our coal demand for many industries improve greatly. Though there are huge reservations of coal resource in China, considering the coal as nonrenewable resources, the coal production in China in not enough to meet many industries’ demand. Since2009, China has become a net imported country. Imported coal mainly transport into China through the sea, therefore, new requests come up with the increasing number of imported coal. Due to the severity shortage in existing ports’ capacity, it causes port congestion seriously, and then generates adverse effects to national economy. And the loading/discharging capacity will be the important influence factors on a coal transport market. In view of present situation on port capacity, this article analyzed the needs of coal based on the situation of the coal industry and its development in China. Our country’s port capacity cannot meet the needs of nation’s growing coal import transport. China’s coal import is increasing all the time, so it put forward new requirements to our country’s coal port. In order to adapt our country’s thermal power plant, steel and other industrial development, and meet the future our coal import, and solve our country present congestion on the loading/discharging port, we use Set-Pair Analysis by Zhao Keqing putting forward in1989to come true. This will give some suggestions for the future of port development.
