Because that China's economic growth is undergoing a new phase of heavy and chemical industries, the dependence of economic development on energy in our country is much larger than in the developed countries, and the level of electricity consumption per capita will be substantially increased. One of the most direct environmental problems is the large-scale ash emissions caused by China's constitution of coal-based energy consumption. The waste that Power plants emitted (including fly ash, blast furnace slag, gypsum, gangue)is not a trash but a valuable resource that has a very high economic value, this has been proved, by more and more practice. The paper, based on the survey of status of use of waste from our power plant, and through access to a large number of domestic and foreign literature, analyzed the current utilization of power plant waste, established the evaluation index on effective use of waste in thermal power plant, and used fuzzy clustering, AHP in evaluation, Finally, the effective model of use of power plant waste is proposed based the evaluated result.
