With the advantages of less use of land resources, low pollution to the urban, safe taking off and landing for aircraft etc., building the airport on the sea is becoming the first choice for the coastal cities. As the first offshore airport in China, Dalian Jinzhou Bay Offshore Airport is currently in the process of planning and construction. Because the building structure is a typical offshore airport, the link between the airport and rear land is relatively low and the transportation of aviation fuel and other supplies is restricted in certain extent. As the normal operation of the civil airports is dependent on the sustainable supply of aviation fuel, it will lead to serious consequences when the accidents make the fuel supply could not be guaranteed. Therefore, it is necessary to give full consideration to the risk of fuel supply during the early planning and construction of offshore airport, and establish a scientific risk assessment system of the aviation fuel supply, which will provide a reference for risk management of the Dalian offshore airport.At present, the research on offshore airport is extremely limited in China and there is no analysis and evaluation on the risk of fuel supply during the airport operation period. Therefore, this study is of certain theoretical and practical significance. An overview of the offshore airport and an introduction of built offshore airports are given to analyze the building background as well as collection and distribution system of Dalian offshore airport. And the fuel supply method of Dalian offshore airport is analyzed, establishing an evaluation system which includes six basic risk index, natural environment risk, waterway environment risks, ship and terminal risk, human factor risk and accident risk. On this basis, an ideal evaluation mode is approached by establishing a BP neural network risk assessment model and using the MATLAB program to compute and simulate. Finally, analysis and evaluation is given on the fuel supply risk of the Dalian offshore airport and appropriate risk control measures are proposed.
