With the development of national economy, China’s demand for crude oil shows the trend of rapid growth and its crude oil imports is rising. On one hand, the bulk and long-distance oil imports will cause huge transportation costs; on the other hand, as a result of the concentration of our country crude oil import sources and transport by sea-based, the safety of China’s crude oil shipping lanes largely depends on the national and regional stability along the routes.While here is the current new channels. One is the building the Sino-Burmese oil pipeline—make the Sittwe as a starting point, through the pipeline through Mandalay, Ruili and arrive in Kunming at last. The two is the railway corridor between China and Pakistan—a case of China Xinjiang Kashi as a starting point, to India ocean at Gwadar port. Therefore, in the background, the research about the effect of the the Sino-Burmese oil pipeline and the railway corridor between China and Pakistan on China’s imports crude oil has the important practical significance.This paper makes China’s crude oil import transport network as the research object under the new situation, based on the analysis of present situation. On one hand, we obtain the transport risk index system through analyzing the safety factors of China’s crude oil import transport. And then making the risk assessment for several major routes China’s crude oil imports, using fuzzy comprehensive evaluation and analytic hierarchy process; on the other hand, make the smallest of the logistics cost as a target function and establish its expression. Combining the smallest of the logistics cost with the lowest of the transport risk, we establishe the minimum cost and minimum risk model of multiple objective optimization. Genetic algorithm and MATLAB 7.0 mathematical software and 2010 actural datas are used to solve the model, to identify the number of unloading port to refinery, the crude oil volume from the original areas to unloading port, the crude oil volume from unloading port to refinery and refined oil volume from the refinery to the refined oil of consumption.The results show that, the open of the the Sino-Burmese oil pipeline and the railway corridor between China and Pakistan produces major effect on China’s crude oil import transport network and are feasible.
