As one of the indispensable resources for the construction process of a nation's economic development, crude oil is widely used in many fields of social life, and the stability crude oil supply will directly affect the economic development of the nation. However, with the ever-enlarging domestic demand for crude oil year by year, China has to meet the demand of economic development with imported crude oil as the alternative. This will increase the China's utilization cost of crude oil to a certain extent, meanwhile, the increase of foreign dependency degree will also directly affect the security situation of China's crude oil supply as well. Therefore, it is quite necessary to systematically program and optimize the overall crude oil supply chain network so as to enhance the operational performance of the network, and heighten the security and stability of China's crude oil import.Crude oil supply system is a complex supply chain network with varieties of crude oil sources, different modes about transport and transit links. In light of China's crude oil supply chain network, this dissertation firstly analyzes the components, structure characteristics and current operational situations of China's crude oil supply chain network, and comes up with the relative problems existed in the operation of the network. Then, the dissertation carries out a systems analysis on the network structure of China's crude oil supply chain by combining the internal structure with external environment, and sums up the constraint conditions and decision-making variables for the construction of optimization model through quantitative analysis on the channel of suppliers, transport routes and modes of crude oil, thereby lays a foundation for constructing the programming model. Based on partial assumptions, the dissertation constructs a multi-objective programming model of crude oil supply chain network by taking low risk and low cost as the objectives, and determines the risk coefficients of the key factors, as a result, provides a decision-making basis for reducing crude oil supply cost and enhancing enterprise's competitive capability through model solving. At last, through analyzing the crude oil supply chain, transport routes and capacity, and the import demand of Sinopec Group, the dissertation carries on the prophase data preparation and rational network links selection, optimizes the import origins and import quantity of crude oil by using MATLAB software and obtains the results of the optimization, then puts forward some rationalization policy proposals based on analyzing the results.
