Qingdao College Students Venture Financing Policy Research

With the continuous improvement of China’s socialist market economic system, the government and society show an open mind to encourage entrepreneurs to carry out entrepreneurial activity.Firstly, the paper uses a comparative analysis to study the venture capital financing policy on domestic and foreign students, combined with China’s actual situation to analyze and learn from. Then, it will investigate the status of college students venture capital financing policy in Qingdao, by surverys of300questionnaires in six university graduate students in grades and interviews in eight heap actual entrepreneurship face-to-face in Qingdao, and visits to relevant government departments and a number of banks.Based on the large number of empirical studies, the paper choose three levels from the government and financial institutions, universities and social to analysis the status of the college students venture capital financing policy and put forward policy recommendations.Current college students entrepreneurship financing policy include government policy guidance,the venture financing support,university entrepreneurship training and social environment to encourge ect. Research thinks, at present, the college students entrepreneurship financing policy in the exploration stage of implementation, problems such as policy enforcement,helping the poor channel is onefold, lack of active participation of financial institutions, college and society not forming a favorable mechanism. Recommendations:the government and financial institutions should strengthen enforcement, improve and enhance the small loans policies, vigorously develop the risk investment and venture fund and create a scientific enterprise financing mode. Colleges and universities should form a unified mechanism of helping, reinforce propaganda and training, the establishment of school-enterprise cooperation fund, expand business channels. Social should established for the status quo of China’s entrepreneurial assistance system, and promote successful business students entrepreneurs.
