Study On The Maturity Assessment And Development Strategies Of Exchange-type Logistics Public Information Platform

With the rapid development of IT and the competitive environment is increasingly severe, to get a significant reduction in the cost of logistics enterprises in China and to enhance the international competitiveness of enterprises, we must use IT and information management to boost the comprehensive development of the logistics industry. There are Many China’s logistics public information platforms with different functions, and the information sharing mechanism is not yet mature and there is no mature profit model. So, the promotion and sustainable development of the platform has problems. Therefore, the study on the development of Exchange-type Logistics Public Information Platform is of great significance for the elimination of "islands of information" and the Cross-regional sharing of information resources.In this paper, positioning, impact factors, evaluation, development strategies, four aspects of the Exchange-type Logistics Public Information Platform are used to analyze the development of the platform. The qualitative analysis combined with quantitative evaluation. First of all, on the basis of sample analysis and comparative studying of domestic and international logistics public information platform, the development trend of logistics public information platform is analyzed and the positioning of the basic platform development has been established; On this basis, Exchange-type Logistics Public Information Platform development impact factor model is created, describing both internal and external factors affecting the platform development; Then, create the platform development maturity model (PD-CMM), and to establish the maturity evaluation index system, using Hierarchical variable weights method to evaluate the maturity of the platform; Finally, the spiral propulsion principle is used to explore the development strategy of the platform, the choosing time of the strategy and the multi-spiral mode selection.In this paper, the concept of the maturity of Exchange-type Logistics Public Information Platform is proposed and the maturity Model PD-CMM is established; Using the spiral propulsion principle, it carry out a systematic analysis of the development strategy of the platform.
