Impact Research On IT To Allocation Of Decision Rights In Procurement

The speed of development of information technology become very rapidly,and in the past years, the ability of computer improve continuously, the cost ofcomputer decline significantly, especially the comprehensive application of theInternet as a representative, improve the capabilities of using knowledge andcommunication in the decision processing. Information technology as oneimportant factor influencing the decision-making power allocation, scholarshave a very high attention. And with the change and innovation of informationtechnology and the understanding of the relationship between thedecision-making power allocation and information technology also change. Themain research result is the decision-making power allocation depends on theinfluence of information category: when information technology go against thedecision information flow to top, will lead to the decentralization of the results,and appear centralized situation. But later scholars with information technologyand decision-making authority configuration research mainly focus on theinformation technology to the influence of the distribution of the enterprisedecision-making rights are uncertain. So the new research around theinformation technology to the decision-making power configuration is especiallyurgent.This paper studies purchasing advice configuration，purchasing new rightsconfiguration， purchasing implement right configuration and purchasingimplementation right configuration under the information technology， andconduct comparative study of the decision-making power allocation under thetraditional and information technology from two big factors of decisioninformation and decision cost. The decision information reflects the efficiency of decision-making power, the cost of decision reflects the decision-making powerinto nature. The efficiency of decision information reflect from informationprocessing, information transfer and information collecting, the decisioninformation into nature reflect from the information cost, agency cost, time andopportunity cost, in which information cost and agent cost is a major cost. Costis generated in the process of information flows, information is only process flow,the fundamental role in decision-making power distribution is the cost ofdecision, in order to find the optimal allocation of the decision-making powerposition depend on the cost of decision ensuring the efficiency of decisioninformation.In study of purchasing advice configuration, purchasing new rightsconfiguration, purchasing implement right configuration and purchasingimplementation right configuration, and separately study decision informationand decision cost impacting on the procurement decision-making authorityconfiguration under the condition of information technology and traditionalcondition study and four configuration of the right. By referencing informationsensitive type, agency sensitive type and general type of decision-making,compare the optimal distribution position between general type ofdecision-making and purchasing advice configuration，purchasing new rightsconfiguration， purchasing implement right configuration and purchasingimplementation right configuration, reach a conclusion that informationtechnology led to advice and purchasing implement purchasing power ofcentralized configuration and purchasing new rights and purchasingsupervision of decentralization configuration. Finally summarizes the researchprocess and front conclusion, the purchasing decisions are decentralization ofthe trend using information technology, the configuration of decentralizationthen effect the structure of the organization flat of tread.
