As the logistics department and the stronghold of Chinese petroleum enterprises,mining service division, on establishment, has done a lot of solid and effective workaround the reform of system and mechanism,the organisation, the enhancement of themanagement and the improvement of the service quality,etc, as a result of which is theobvious improvement of the management level.While there still exist the random,empiricism and extensive mode of management, and the developing goals are not quiteclear. besides, the measures taken to meet people’s needs in the new era, as well as theservice provided are not systematic, except for the lack of a united service location andsystematic arrangement.Only by using scientific management theory with regard to thedevelopment of the mining area service system , strategically rethinking the problemsfaced with at present and the potential opportunities, reshaping the service business, canwe achieve further development of mining service business as well as increase theguarantee ability and the service level.The long-term development plan of the enterprise is the long-term goal orgnised,designed and implemented by the company, and also is a formal process and ritual.Developing long-term strategic planning of the enterprise has great significance to thedevelopment of the enterprise. Strategic planning is more than an idea of themanagement, and integrating process of all the resourses. It is based with currentdeveloping condition, also perception to the internal and external environment of theenterprise, and is a judgement as well as a developing strategy to what will happen inthe future. To develop a scientific long-term planning has distinct significance to thelong-term and healthy development of the enterprise.This paper is mainly divided into six parts: the first is introduction, including the background, significance, content, structure and the innovation of the thesis. The secondpart is the theoretical basis, mainly expounding the strategical management theory andstrategical planning. The third part mainly analyzes the contradictions and problemsexisting in mining service system , deeply excavating the opportunities, the internal andexternal favorable conditions faced with now , and then clearing the developmentlocation of mining area service system. The forth part is Jilin field service systembusiness development, mainly aimed at analyzing and summarising the developmentissues and opportunities. By clearing the developing principles of mining area servicesystem , we can set the developing target, elaborate in detail the developing plan ofmining service division through implementing innovative management, optimizingservice style, increasing the investment on people’s livelihood, and improving staff’sbasic quality. The fifth part elaborates the successful implementation of mining areaservice system’s developing plan, put forward to constructive guarantee measures.Thesixth part is the conclusion and prospect.
