In accordance to the traits of management of the state-owned business, this paperanalyzed the departmental performance of CSR Qingdao Co., LTD and evaluated itsperformance appraisal in terms of KPI, balanced scorecard,360-degree feedback,management by objective and brainstorming etc, projecting the adaptive evaluation systemof departmental performance.Firstly, this paper analyzed the macro environment of CSR Qingdao Co., LTD as arailway equipment manufacturing company. Since the year of2011, especially after theaccident of “7.23”, Chinese railroad entered the period of sustained adjustment. Therebyequipment manufacturing began to face the unprecedented dual impact from bothgovernment policy and the market. Under such condition, this company altered its focus ofwork from opening up market to tamping the basic management and improving themanagement level. Along with the focus transformation, establishing a proper system ofevaluation of departmental performance was brought to the schedule.Secondly, this paper mainly concerned on exploring the basic thinking and objectives ofperformance appraisal of CSR Qingdao Co., LTD according to the analyses of its relativesituations and methods as well as the comparisons with the feedback system of civil servantin the major foreign countries.Thirdly, this paper attempted to establish a multifaceted and interrelated evaluationsystem in which current KPI is the very core, the importance of each objective is additionalfactor, salary and bonus should reflect the results of performance evaluation. Such systemshould aim to stimulate enthusiasm of employees and guarantee the implement of businessobjectives.Finally, in order to carry out such system smoothly, it is critical to publicize the systemand to train the related personnel so as to make a good atmosphere to launch thedepartmental performance evaluation. Meanwhile, the security mechanism of the companyand the system of rewards and penalties for employees should be completed to ensure the validity and attention degree of the evaluation system.The innovation point of this paper lies in the combination of quantitative and qualitativetesting and assessing in which the qualitative of department performance should beconnected with the role of the department in the whole company in order to guarantee thejustification of the evaluation system.
