There are four essential systems for effective management of human resources---the staffing levels, incentive policy, talents'training, and achievements assessment, which is the most important one. Proper assessment---an effective control system plays as a contract, listing the enterprise's requiements. According to the assessment standard, the administrators can decide whether his employees are qualified for the position. Meanwhile, the employees should initially strengthen self-supervision. In a broad sense, achivements assessment is the characteristics of employees'behaviors and qualities whose performance has an influence on that of their company. In a narrow sense, assessment is the employees'working achivements assessed by head organization. To the leader organization, achivement is the performance in quality, quantity and efficiency, while to the employees, it is the appraisal on the employees'working state from their leaders or colleagues.
