| Zhuhai Port is located in the west bank of the Pearl River estuary, consisting ofthree port groups, seven harbor districts, including eastern Wanshan Port, the centralurban ports of Xiangzhou, Tangjia, Hong Wan and Doumen Port, as well as westernGaolan Port.During "12th Five-Year" period, Zhuhai Port, in order to fully implementthe "promote city with harbor" strategy, will build a seaport hub, and create a regionalport logistics center. Grounded mainly in modern theories of logistics managementand the location choice thinking, this paper preliminarily studied modern logisticsdevelopment of Zhuhai Port by focusing on the necessity and feasibility of thedevelopment of modern logistics industry, namely, to build port logistics platform asthe main business core, rooted in the port logistics, to establish by improvingthird-party and nurturing the fourth party, a regional port logistics center as the carrierof the modern multimodal regional logistics system, and put forward policyrecommendations to support the development of the industry. The paper is dividedinto six parts:In part one the paper introduces that, in the "12th Five-Year" period, Zhuhai Citywill comprehensively boost the strategy of“promote city with harborâ€, build a harborhub, so as to shape Zhuhai Port into regional port logistics center. Zhuhai Port is nowblessed with a key historical opportunity when Zhuhai is aiming at developingmodern logistics featuring strong succession, high relevancy, wide scope and longduration on the basis of optimizing industry layout and adjusting industry structure.Therefore, study on modern logistics industry development strategy of Zhuhai is ofgreat practical significance. Meanwhile, study in a specific region on the developmentof logistics from a strategic perspective is also of theoretical importance to that ofChina’s regional economic theory and logistics management theory.In part two, the paper makes a literature review of the modern logistics. After the1990s, logistics management is no longer confined to the internal logistics scheduling,not logistics systems management of a single logistics enterprise’s, but a extension toall partners on the entire value chain of the enterprise outside the overall logisticsstrategic management and, the pursuit of optimization of the logistics and transportplanning and the minimization of the cost of logistics, to realize supply chain management. Although logistics management based on supply chain has alreadyappeared, but the third-party logistics can not provide a complete one-stop logisticsand supply chain management services. Thereby, the fourth party logistics, developedon the basis of the third one, is able to achieve the widest range of resourceintegration, highlighting geographical advantages with transportation hub at the coreand, agglomeration advantages with logistics center as its centerpiece. However, thedomestic logistics industry development reflects that a real fourth party logisticsbased on the logistics industry gathering has not yet formed.In the third part, the paper analyzes the necessity of developing modern logisticsindustry. First, modern logistics industry will play a pivotal role in shifting theeconomic development process in Zhuhai. Second, backup is needed from modernindustrial system to positively promote modern port industrial system and adjust andoptimize modern logistics industrial structure. Moreover, to develop modern logisticsindustry in Zhuha is also conducive to the transfer of the industrial restructuring of theentire Pearl River Delta region. Finally, to establish modern logistics industry withclear division of labor in regional ports and industrial systems, which iscomplementary to modern logistics industry of Hong Kong and seeking its own pathperspectively, will help promote the economic integration of Guangdong, Hong Kongand Macao, to form a closer cooperative relationship.In the fourth part, the paper studies the feasibility of developing modern logisticsindustry in Zhuhai. First of all, it deals with the current situation of the facilities ofZhuhai Port and layout of port-neighboring industries, and the regional comparativeadvantages of Zhuhai Port. Secondly, from the perspective of the transportationnetwork layout, it points out that Zhuhai, the main hub of China’s coastal areas, ispossessed with a good multi-modal basis which is a prerequisite for modern integratedlogistics system and the ideal choice of the layout of the regional port logistics center.Finally, through a historical survey of Zhuhai port throughput and types of import andexport goods and the future development trend Zhuhai Port, it predicts that modernlogistics market scale will be further expanded, providing a broad space for thedevelopment of market segment of modern logistics industry.In the fifth part, the paper elaborated on the strategies of developing modernlogistics industry in Zhuhai. In terms of strategic positioning, Zhuhai Port is planningto position itself in accordance with the requirements of building "100million, tonsportâ€and national integrated transport system, with details as follows: aiming at†creating a first-class port operators, centering on building logistics platform,grounding in port logistics, and building six logistic systems and multimodal modernregional port logistics center by consummating the third party and cultivating thefourth party logistics. In terms of developing models, Zhuhai must firstly, focus onbuilding the fourth party logistics and, connect the best suppliers of the third partylogistics, the technique service providers, management consultant and otherValue-added service providers. Furthermore, Provide customers with a complete,unique, extensive and more complex supply chain solutions in order to achieve thewidest range of integration of resources, relying on the logistics base, logistics centers,distribution centers, so as to build a modern logistics industry.In part six, the paper proposes a number of policy recommendations onsupporting the development of modern logistics industry, including improving thetransportation infrastructure, building the efficient coordination of the policyenvironment, accelerating the construction of modern logistics information, issuingfiscal and financial support policies, and training and attracting talents. |
