Agriculture, rural areas and farmers is the core issue of China’s construction of anew socialist countryside, the land issue is a top priority in the "three rural" issue. Inthe land acquisition process will inevitably involve land acquisition and compensationissues, which including two important aspects, on the one hand, land value-addeddistribution of income to participate in the main, on the other hand the rationalallocation of land revenue, if these two issues are not handled properly, will inevitablyaffect China’s rural economy further development and overall social stability. Thus,the transfer of non-agricultural land in the process of land revenue distributionmechanism and participate in the main study has far-reaching theoretical and practicalsignificance.In this study, first to our country and abroad about the causes of land value-addedrevenue, allocation criteria, the main participate, distribution and other related theorieswere studied and analyzed, and then to the theoretical point of view of equity andefficiency theory, the theory of economic efficiency, welfare, economic theory as aguide, and land acquisition and income to participate in the main body to conductmore in-depth discussion and study on this basis, the analysis of the status quo ofLiaoning Province, Shenyang City land acquisition and land value-added incomecompensation status, and landless peasants in the land acquisition process gains thestatus of compensation income allocation of the rationality of empirical research. Theresults show that the Shenyang City in the land acquisition process of the great effortsand to actively take the A District land acquisition and compensation standards, butstill in the land acquisition process, there are still stakeholders are not clear, theproblem of income allocation unreasonable farmers can not get due compensation forland value-added distribution of income and the various stakeholders are also trying tograb the land value-added benefits, the distribution of land revenue can not reach ahigher level of economic and social welfare, its system for the root, mainly foragricultural land property rights system is not clear, non-standard rural landrequisition system. Address these issues, this study on a comprehensive Western economic efficiency theory and the basis of the results of the theory of welfareeconomics, policy measures to address these problems, including:(1) seek the way ofinnovation of the rational allocation of land value-added benefits;(2) the reform of theland requisition system, regulating the government land developers of economicbehavior;(3) vigorously to improve the social security system of the landless peasantsand hope that through these policy recommendations proposed to play a positive rolein guiding the real problem.
