Study On The Counter Measures Of Farmland Conversion In Shandong Province In The New Period

NO.1 Central Document in 2014 formally raised the concept of “separation of powers”.It aims to stabilize peasantry's land contracts,enliven the management rights of rural farmland,encourage proper peasants totransfer the management rights of rural farmland,which is based on rural collective land ownership.This is the first time for our country that our government has raised the theory of “separation of powers”.This theory followed a deep exploration of “separation of powers”,which is from the prospective of the basic rural land institution and the situations of our relative legal construction.On this background,the market of the rural land transfer enters a fast-developing period.But there are some problems in the process of the rural land transfer,including the deficiencies of the market of rural land transfer and the absence of relative checks and supervision.The above problems will threaten our country's food security.Taking Shandong Province as an example,this paper studies the conversion of cultivated land in Shandong province based on the data of 1999-2015 years.First of all,this paper focuses on the reality of the conversion of cultivated land in Shandong province.Under the background of economic development and accelerated urbanization process,the phenomenon of non-agricultural land conversion caused by urban construction land and industrial land in Shandong province is serious,which is not conducive to the stability of cultivated land area and grain output.I will pay more attention to use economic knowledge to analyse the causes and countermeasures about cultivated land conversion so that we can help us to solve relative problems in future.Besides,this article will brief summarize the situations of Shandong province's land resource,and then,I will analyse the current situation of Shandong province's cultivated land conversion through the overview of Shandong province's current situations.At last,we will examine our conclusion by multiple linear regression model so that we can further analyse of the causes of Farmland conversion in the land circulation in shandong province,and then,we will come up with a series of feasible counterplan against the farmland conversion,and we wish this article will help ourselves to solve relative problems.
