Agricultural land is the most basic elements in agricultural production. At the same time it exceeded the category of the factor of production, becoming the stable rural of social basic structure. Directly researching on rural land problems related to the urban social economic development and the development of deep-seated problems. In our country, farmland conversion problems arising in the process of rapid urbanization has become one of the main bottlenecks which changing the mode of economic growth and achieving sustainable economic development. In the process of urbanization, farmland excessive non-agriculture indicates that land resources of our country use quite extensive and land natural resources is relatively low production efficiency.Except that farmland conversion exists serious chaos occupies chaos to use non-standard problem which cause the land resource waste and affect our country's food security and social stability. Current, academic scholars studied on farmland conversion mostly from the point of improving on the standard of land requisition compensation and protect the interest of lost territory farmer's point of view.But from the local finance on land dependence and China's agricultural land property right is not clear the angle of less. This article is based on above point to analyze the process of farmland non-agricultural current situation, problems and the causes of the existing problems from the local government finance, the land revenue and reliance of Chinese rural land property right is not clear point of view of our country city.Also on this basis give out our countermeasures and suggestions about country urbanization and farmland conversion of coordinated development.This paper is divided into five chapters.The first is preface which contain research background and significance of topics as well as the domestic and foreign land conversion theory research etc. The second chapter is urbanization and farmland conversion overview. Mainly includeing the basic concept and characteristics of urbanization, land and farmland, farmland, the characteristics of the concept of the concept and connotation of farmland conversion and farmland conversion conversion of reason. The third chapter analysis the urbanization, farmland conversion problems in the process, impact and problem analysis. This part mainly explains the the effect of urbanization on the farmland conversion and the problem of land conversion in the process. It include farmland protection due to non-agricultural land intensive using, the non-agricultural land intensive use not enough,farmer is not farming change enough, the food security, regional environmental deterioration and wide scope of requisition ect. The fourth chapter is about farmland conversion problem analysis in the process of urbanization. This part analyze the urbanization in the process of land conversion problems in view of the local government dependence on the land, farmland property right deficiency and the planning of national economy.The fifth chapter give the policy proposal about the harmonious development of urbanization and farmland conversion. It mainly take measures against the urbanization in the process of land conversion and the reasons for the problems to improve the urbanization process in the land conversion countermeasures.
