During the period2000-2008, China’s telecommunications equipment manufacturing industry totaled4.93101trillion yuan of gross industrial output value, accounting for19.1percent of industrial output value of electronic information manufacturing industry, the average annual growth rate of11.53%, a total of1.03643trillion yuan of industrial added value, the average annualgrowth rate of14.09%; accumulated exports of＄342.84billion, an average annual growth rate of37.41%. Year after year to maintain double-digit growth, China’s telecommunications equipment manufacturing industry in the global communications industry’s output value accounting for the rise and has become the world’s second largest communications equipment-producing countries.After lots of years of development, the technical innovation of Chinese telecommunications equipment manufacturing industry has made some progress; Chinese telecommunications equipment manufacturing industry accumulates a lot of experience. China’s telecommunications equipment manufacturing business after the introduction of a joint venture to introduce innovation stage of development, and constantly learn from foreign advanced technology experience, program-controlled switches industry achieves breakthrough, then one after another in the access network, optical transmission, mobile communication, data communication and other fields has to catch up with technology, China emerges a number of the communications equipment manufacturing enterprises which possess independent innovation and international competitiveness, such as Huawei, ZTE, Datang and so on, these enterprises adhere to independent research and development and enhance their technological innovation capacity, meanwhile, these enterprises actively go out of the country to take part in the global market participation and cooperation, enhance their own reputation and international competitiveness. In the new century, Chinese telecommunications manufacturing industry is still maintained a rapid growth, performance extraordinary in the international market. However, due to China’s telecommunications equipment manufacturing industry started late, the foundation is weak and other reasons, compared with developed countries, still there is the capability of independent innovation is weak, the lack of core technology and independent intellectual property rights. Most of the communications equipment manufacturing companies ability to innovate more reflected to imitate the innovation and integrated innovation, the R&D capabilities of original innovation and intellectual property rights are relatively weak, self-sufficiency rate is a serious shortage of core technology from the root cause of China’s telecommunications equipment manufacturing industrylack of core competitiveness. The reason for the lack of capability of independent innovation of China’s telecommunications equipment manufacturing industry there:inadequate investment in innovation; innovation system is not perfect. We are therefore very necessary to systematically study the communications equipment manufacturing industrial technology innovation factors, analysis of China’s telecommunications equipment manufacturing industry, the status of technological innovation and the problems and learn from the successful experience of developed countries, to promote China’s telecommunications equipment manufacturing industry continued tothe rapid development of countermeasures to provide a reference for the subsequent development of China’s telecommunications equipment manufacturing industry.This paper focuses on technological innovation into the theme of the influencing factors, from the law of development in China’s telecommunications equipment manufacturing industry innovation, drawing on the research results at home and abroad.
