Since the90s of20th century, urban residents medical security decreased Substantially and their health burden grows. The State Council attaches great importance to solve urban population groups of medical security. In July2007, the Seventeenth Party Congress:"Promote the urban basic medical insurance for urban residents and construction of new rural cooperative medical system comprehensively, accelerates the establishment of a social security system, including medical insurance and coverage of all urban residents and rural residents". And on the same time, the State Council issued the Opinions on Handling, Management and Service of the Basic Medical Insurance of Residents in Cities and Towns, and then launched the79cities pilot work of basic medical insurance for residents in cities and towns. However, Province Jiang Xi has developed the basic Medical insurance for residents in cities and towns much better than the other regions of the nation. The implementing of insurance system acquires much achieve-ment. But on the other side, there are still a lot of problems exposed and needed to solve. In the end of2011, the Jiangxi Province of urban residents medical insurance in the province’s11districts and cities have been in full developing, they have all started the basic medical insurance system for urban residents, its coverage, the overall level funding mechanisms and payment mechanisms, the fund management, institution building and operating results remarkable achievements, as we can see the progress of a new medical insurance system, but also can not ignore that the problems, so the party and government should continue to strengthen the healthcare system, the drug distribution system and the medical insurance system reform, improve the urban basic medical insurance system and meet the demand of the masses in the healthcare.In this paper, study on the basic medical insurance for urban residents and the Theory of meaning as the prerequisite to the typical foreign countries, then analyses on the urban medical insurance system for the draw, urban residents in Jiang xi Province and the operation performance in the core of the problem, the formation of policy recommendations to improve the urban residents in Jiangxi Province’s basic medical insurance system. Construction on the system, first of all, described the basic medical insurance system of urban residents in Jiangxi Province for the status quo; then introduced the current system of basic medical insurance for urban residents in the main content:Third, try to analyzes and compares samples of the basic medical insurance system for urban residents in the operating mechanism to reflect the general situation of basic medical insurance systems operating mechanism of Donghu district in Nanchang. Lastly, the paper chose the most representative city Donghu district as a sample, through the Delphi method and AHP evaluation index system construction in Nanchang basic medical insurance for urban residents to evaluate the operating results to reflect the running effects of basic medical insurance in Jiangxi Province. This paper introduces the implementing situation of Jiang Xi basic medical insurance for residents in cities and towns. It analyses the system’s operating situation from the system-establishing, insurance for residents in cities and towns and funds income and expense. Take Donghu district of Nanchang in Jiangxi as an example, by collecting and processing data, the paper studies and analyses the situation of system-establishing, insurance for residents in cities and towns, funds-raising, subsidy for consultant charges and hospital residence charges, the work of named managing institutions for basic medical insurance and the management of named medical institutions, In operating results, the paper chose Donghu district of Nanchang as a sample through the Delphi method and Fuzzy Analytic Hierarchy Process(AHP) to construct the evaluation index system and evaluation model which building evaluation of urban residents running effect of Donghu district, to reflect the Jiangxi Province of urban residents basic medical insurance. Then summarize the problems in the operation process of the system of the basic medical insurance for residents in cities and towns. Focusing on these problems, relevant policy advices are given from the following points in the end, to perfect system design, to strengthen the responsibility of government ministry, to enhance the construction of managing institutions, to intensify the management of medical institutions and improve the management system of basic medical insurance for residents in cities and towns. This paper study plays an important role in building a universal health insurance system, and promotes the basic medical insurance system for urban residents. Aspects of this paper of basic urban residents medical coverage, system construction and operation mechanism, analysis the levels of overall planning of urban residents, management mechanism, financing and payment mechanisms, medical fund operation and management and services mechanism problems, while expanding health insurance coverage of urban residents are better able to solve the urban and rural groups, medical problems, promote the construction of universal health care system to meet the demand for medical insurance for urban and rural masses to solve their difficult which see a doctor expensively. And improve the level of urban health insurance constantly, so as to promote the harmonious development of the whole country and society.
