On 10th of July, 2007, the State Council issued the Opinions on Handling, Management and Service of the Basic Medical Insurance of Residents in Cities and Towns, and then launched the 79 cities pilot work of basic medical insurance for residents in cities and towns. However, Province Jiang Xi has developed the basic medical insurance for residents in cities and towns much better than the other regions of the nation. The implementing of insurance system acquires much achievement. But on the other side, there are still a lot of problems exposed and needed to solve.This paper introduces the implementing situation of Jiang Xi basic medical insurance for residents in cities and towns. It analyses the system's operating situation from the system-establishing, insurance for residents in cities and towns and funds' income and expense. Take district of Xihu, Nan Chang, Jiang Xi as an example, by collecting and processing data, the paper studies and analyses the situation of system-establishing, insurance for residents in cities and towns, funds-raising, subsidy for consultant charges and hospital residence charges, the work of named managing institutions for basic medical insurance and the management of named medical institutions, then summarize the problems in the operation process of the system of the basic medical insurance for residents in cities and towns. Focusing on these problems, relevant policy advices are given from the following points in the end: to perfect system design, to strengthen the responsibility of government ministry, to enhance the construction of managing institutions, to intensify the management of medical institutions and improve the management system of basic medical insurance for residents in cities and towns.
