With the rapid improvement of industrialization, urbanization and the construction of new countryside, many non-agricultural constructions, just like mine industries and transportations and so on, inevitably occupy and damage much land resource, and the rate of land damage is much faster than that of land reclamation, causing severe damage of many mines, deterioration of living environment, aggravation of social conflicts and other problems, which then will trigger a series of social, economic and ecological environment. Besides, the Fifth Plenum of the17th Central Committee clearly pointed out the basic state policy that we should strictly protect arable land and basically ensure national food security, and the National Land Use Planning (2006-2020) also stated that ensuring1.8billion mu of arable land is the basis of comprehensive development of land reclamation. In brief, mining reclamation, especially for coal and metal mines, is considered as one of the potential ways to replenish land.On above context, this paper makes a view on land reclamation potential by combining theory study and demonstration research. Theory sturdy mainly introduces the research progress of domestic and foreign land reclamation potential, defines its related concepts, and analyzes the theoretical basis and assessment methods. In the demonstration research, the paper screens research methods based on statistical analysis, typical sampling survey, empirical analysis, normative analysis, qualitative and quantitative analysis, and takes Jiangxi province as an example, which takes the damage land of mine, independent mining, transportation, hydraulic structure and natural disaster as the sturdy object, analyzes and concludes the situation of its damage land, determines its land reclamation potential and divides the potential level of land reclamation and space distribution, then proposes the goal of land reclamation from2011to2020and conducts an assessment to its efficiencies.The main conclusions of this dissertation are as follows:(1) Forecasting the sum of new increasing damage land of Jiangxi province adds up to28540.71hectares, including mine,7555.62; independent mining,3473.12; transportation,344.2; hydraulic structure,624.74; and natural disaster,1654.03.(2) Measuring the land reclamation potential of Jiangxi province through the suitability assessment of land reclamation. By2020, the land reclamation potential will take up38609.89hectares, among it, cultivated land, garden, forest, grassland and other agricultural land are20379.24,5373.27,11330.24,314.66, and1211.48hectares respectively.(3) Classifying the land reclamation potential by taking the suitable reclamation of the country (city, area) as the coefficients of the cultivated land, to divide Jiangxi province’s land reclamation grades into four, whose space distributions are as follows:Grade one mainly distributes in the central region, presenting a curve from north to south; Grade two mainly distributes in the southeast, presenting patchy; Grade three mainly distributes in the west region, presenting banded; Grade four sporadically distributes in the west, central and north region.
