The Study Of Public Policy Change

Maternity insurance is a social policy that the state and society give female workers material and medical compensation in the form of birth insurance fund during their pregnancy and childbirth. The implementation of the maternity insurance system is the recognition and respect of the women’s reproductive value, which will help protect the basic rights and interests of fertile women. It is conducive to ensuring the reproduction of the workforce and comprehensively improving population quality. It will also create the conditions for women’s equal employment and enterprises fair to participate in market competition and promote social harmony and stability.Jiangsu province has always been at the forefront of the national maternity insurance development and achieved good results in the maternity protection. However, with the continuous development of the economy and society, the female maternity insurance system in Jiangsu Province appeared a lot of problems; for example, the coverage is not for all female, the person who pay for the maternity insurance fund is unreasonable, and so on. All these brought many difficulties to the high level construction of the childbearing women maternity insurance system. Thus, it has become a policy issue of strategic significance to revise the established enterprise employees’maternity insurance regulations in Jiangsu Province at the right moment, promote the fairness and justice of women’s reproductive rights, and adjust the social management lag behind the economic structure.Based on the perspective from the policy change, this article takes an approach of combining theoretical analysis and case studies. At the first, it analyzes the present situation of the workers maternity insurance in Jiangsu Province and points out the existing problems. Secondly, through the questionnaire method, it makes a bold prediction on the prospects for the development of Jiangsu Province maternity insurance policy and tries to put forward the goal and plan of Jiangsu Province maternity insurance policy change according to socialization of birth costs theory. At last, according to the related theories of the public policy agenda and the "Legislation Law", it discusses the change process of Jiangsu Province maternity insurance policy.Through all these discussion and analysis, this paper tries to sort out the whole process of public policy changes, draws a general law of public policy changes, and tries to use these rules to explain and verify actual cases. Through the study, this paper puts forward the goal and plan of Jiangsu province workers maternity insurance policy changes, so as to further and comprehensively carry out and ensure the women workers’reproductive rights in Jiangsu province.
