The Analysis Of The Interactive Relationship Between China Network Public Opinion And Policy Agenda Construction

The network has become the hustle and bustle of a public opinion field, both the free carnival of Internet users and the close surveillance of the country, both rational political participation and some people’s political apathy. This is a diverse complex place. But it is undeniable that such a diverse and complex place, is changing the policy agenda construction in our country.In the Internet Age, the expression is no longer without logic, meaningless and complaining.Internet users has begun to actively seek to participate in our public policy system with their sincerity and rationality.In this context, Research work of the relationship between the network of public opinion and policy agenda construction, has a great promotion effect for the optimization of our public policy agenda setting, and ultimately help to promote China’s public policy research and practice more democratic and more scientific.This study features interactive relationship of the network of public opinion and policy agenda as a starting point to analyze the three modes of policy agenda setting driven by the network of public opinion to promote, and looking at the network agenda as a separate item in addition to the government agenda, the public agenda and media agenda. I hope to be able to look for the possible paths for future public policy optimization,to better promote the development of public policy in China.This study concluded that the network of public opinion transformed into public policy agenda is possible, not only theoretical feasibility of independence, representativeness and authenticity, but also the practical feasibility of the number of Internet users, Internet users quality and network platform. Moreover, we can find that, the network of public opinion makes good sense to promote the establishment of China’s public policy agenda. In accordance with the role played by the way, we can summary up three models:Online and offline participation mode, resistance and non-cooperative mode, the tacit alliance mode.Although network of public opinion has played an important role in promoting the policy agenda construct, there are still some obstacles factors. So more theory, systems and system design is needed in order to play the role of the network promoting the public policy agenda construction to the maximum.This article has borrowed the community policy agenda construction general pattern, the Chinese community policy agenda establishment six kind of patterns which Wang Shaoguang proposed, as well as John·Kingdon multi-source and course policy agenda model.Based on typical cases analysis about network public opinion impetus policy agenda, We presented three models, that is, Online and offline participation mode, resistance and non-cooperative mode, the tacit alliance mode.In the analysis of the inherent mechanism of the three models, drawing on John Kingdon’s Multiple Streams ideas. Through the above analysis, the basic network of public opinion to promote the policy agenda were Anatomical.On this basis, the paper discusses the factors that hinder the process of network of public opinion to promote a policy agenda, including discussions mainly from three aspects of the plight of legitimacy, power difficulties and institutional difficulties.The legitimacy of the plight include non-organization, non institution and main body flaw.Rights predicament include the pressure-based performance appraisal system, stability overrides everything, the governing style of paternalism and the power’s inertia capturing everything.The system difficult position includes insufficient flexibility of the political system, the external closure of the administrative system and "in inputs" information transmission way. Then this article is followed by possible solution to these dilemma.Last the chapter studied the way of the network public opinion to integrate the policy agenda.Through theoretical analysis and inspection arrangements for the real system, this paper proposed three construction paths, Concept construction:establishing network right concept; Environmental construction: optimizing network supervision; System construction:Build a perfect network political platform, network spokesman and micro-blog3political system.
