The same time, the reform on the endowment insurancesystem in public institutions is involved in the vital interests of more than30million of public institutions.The reform requires so a strong theoretical foundation that can avoid blind obedience and missing ways.Therefore, the theoretical study on the reform of the endowment insurance system in public institutions,and to promote a unified endowment insurance system in public institutions program as soon as possible isof a strong theoretical and practical significance.At present, endowment insurance in institutions and enterprises is different.
