From the14th Party Congress, central committee proposed the target of reforming institutions, China’s reform of public institutions through19years. The institutions have a comprehensive innovation in the staff recruitment, institutional establishment, management system, and pay for performance. But as the important aspect of reform pension system is still in pilot phase. Chinese institutions pension insurance system is an important part of the entire social endowment insurance system. Its reform and development not only related to the sustainable development of the socialist economy, but also related to the realization of the rights of tens of millions of employees at the old-age insurance. Since1994, the countries in various provinces and cities have been carrying out the experimental work of the pension system reform of institutions, but the reform is not satisfactory. In February2009, the Ministry of Labor and Social Security, Ministry of Finance and Ministry of Personal jointly 《institution staff pension insurance system reform pilot program》, they require the five pilot provinces and cities in Shanghai, Shanxi, Zhejiang, Guangdong and Chongqing make the good job to start preparations. Thus the reform of the institutions pension insurance put on the agenda again. However, about the content of the "pilot program", I have some questions:Why should we reform the pension system of the institution staff? How to ensure that the pilot work smoothly? How to solve the problems encountered in the pension system reform of public institutions? To solve these problems, the paper is divided into the following sections discussed.The first chapter describes the research background and significance of the paper, research status, research methods and basic ideas, as well as the object of the scope and innovation and shortcomings.The second chapter describes the basic pension insurance system summary of economic theory. No matter what institutions, businesses or other groups, the pension insurance system must follow the basic economic theory. According to the focus of the economic theory of the pension insurance system, this article from the public goods, public finance, welfare economics, and Marxist theory to study the emergence and development of the pension insurance system. The third chapter describes the development process and the actual situation of the Chinese institutions pension insurance system. The chapter review the course of the evolution of institutions pension insurance system, to analyze the basic characteristics of the various historical stages; described facing the reality of the plight of the institutions retirement and pension insurance system, analysis of the cause of pension system reform target selection basis, to reflect on the cause of some areas the pension system reform measures.The fourth chapter describes the pension insurance system of foreign public officials. Analyzing the basis of summing up this chapter in the types, characteristics and development trend of the pension insurance system in the world public officials, public officers pension insurance system to select some representative countries to introduce comments, and analyze institutions of international experience in China reference to the reform of pension insurance system.The fifth chapter describes the reform and improvement of the pension insurance system of institutions. The necessity for pension system reform of China’s institutions and the basic principles to be followed, combined with the actual situation, the proposed pension system reform in China’s institutions and development suggestions:improve the social insurance laws and regulations, and the overall level, as well as old-age insurance system, social institutions and coordinating mechanism.
