The Study Of Endowment Insurance System Reformation Of Public Institution In China

At present, with the establishment of the socialist market economy system and rapiddevelopment of economy, people’s living standard has improved gradually,"aging"phenomenon has become increasingly prominent and the old-age insurance has become aconcern topic. Certainly, it is undeniable that enterprise endowment insurance mode hasbecome mature in China, but institution endowment insurance still in continuous innovation.In2009, the State Council issued relevant documents, requires launch a pilot project to reformendowment insurance of institution in five provinces. However, various regions has obviousdifference, such as the rate and benefit formulae manner, the unified pilot scheme have yet toworked out, and there are some negative opinion in the crowd, leads to many institutions staffearly retirement, formation of "retirement” phenomenon, make the reform of endowmentinsurance institution hard to smoothly. Although in the later period, countries continue to putforward new requirements notification and the reform of endowment insurance quickly, but ithas been notified of principle and few substantive provisions. In the research of old-ageinsurance in the academic works, for the study of endowment insurance enterprises, civilservants of the relatively more but less research institutions endowment insurance.Therefore, this paper will use the successful experience of foreign civil servantendowment insurance reform, unifies the implementation present situation of publicinstitutions in China, based on the present status of old-age insurance reform of institutions inJilin Province as an example from the pension system, extending the retirement age to solvethe problem of the establishment of occupation pension system, regulation and institutionclassification reform this several attempts to provide some beneficial suggestions.In the first part of the endowment insurance system reform of institutions is researchbackground, status, methods and innovative points. The second part is on the implementationof China’s pension reform in institutions for stage division and described, it including threestages, respectively is the exploration stage (1991-1997), development stage (1998-2005) andthe stage of deepening reform (2005-present). The third part introduces the current situationof institution endowment insurance reform, and illustrates the reform of actual difficulties.The fourth part is the endowment insurance system reform of institutions in Jilin Province asa reference, this paper expounds the development situation, and teases out the existingproblems. The fifth part introduces the present situation of old-age insurance of foreign publicofficials and comparison, find out the successful experience. The sixth part through thecomparative study of fifth part, find out the path to the realization of the endowmentinsurance system reform of institutions in China should follow the principles. The seventhpart put forward by several path of implementation, such as the "two-track system" to"single-track" transformation, elastic extending the retirement age, establishment ofoccupation pension system, step up the restructuring of different categories of publicinstitution. The eighth part put forward deficiencies of this research and the direction effortsof future.
